Just as a git commit points to a tree that you think of as the contents of that commit, each operation points to a view which is kind of like its contents.

jj can't remove views until they're no longer referenced by operations, so you'll need to first run jj op abandon ..ID, where ID is some operation ID before which you'll never need to restore to (I usually pick two weeks ago). Then run jj util gc --expire=now again.
