I know the rules for deprecating a language string but in this case it makes no sense as it only refers to a 3rd part site which no longer exists and the strings should just be removed |

Summary of Changes
Remove the link and instruction for Skin Creator of TinyMCE. The Skin Creator doesn'exist any more.
There exists a "How to" https://www.tiny.cloud/docs/tinymce/latest/creating-a-skin/
But this is not suitable for normal users.
