Keybind to reload config works only if config file exists when kitty starts #5071

Describe the bug

The ctrl+shift+f5 keyboard described here to reload the config seems to work only if the config file already exist when kitty starts

To Reproduce
Steps to reproduce the behavior:

1. Delete ~/.config/kitty/kitty.conf
2. Starts kitty
3. Create ~/.config/kitty/kitty.conf and put font_size 18.0 inside of it
4. Press ctrl+shift+f5
