理由
植物の新品種の育成者権の適切な保護及び活用を図るため、輸出先国又は栽培地域を指定して品種登録された登録品種についての育成者権の効力に関する特例の創設、育成者権の効力が及ぶ範囲の例外を定める自家増殖に係る規定の廃止、品種登録簿に記載された登録品種の特性の位置付けの見直し、品種登録審査実施方法の充実・見直し等の措置を講ずる必要がある。これが、この法律案を提出する理由である。
