Cursors in ~/.local/share/icons don't work #2826

Expected Behavior

Cursors located in ~/.local/share/icons should be properly handled in lxqt with niri

Current Behavior

I have to symlink cursor directories to ~/.icons to have my icons show up in lxqt on niri

Possible Solution

Steps to Reproduce (for bugs)

1. Have a directory with cursor theme in ~/.local/share/icons
2. Set cursor to this theme in lxqt-config
3. See that it doesn't work

Context

I'm encountering this bug on lxqt with niri
