Documents the queue concurrency driver added in laravel/framework#61273.
Covers queue workers and shared cache requirements, configuration, task timeouts, failover, and deferred tasks. Updates the introduction to distinguish the queue driver from the existing process driver.
Kept in draft while the framework PR is under review.
