Department is hard coded in Fixed Assets add screen #9820

The department drop down in the Fixed Assets -> Assets -> Add Assets screen is hard coded to show the "Department" Reporting Units Class.

It should be changed to respond to the check box for "Fixed Assets" in the Reporting Units screen.

It currently appears to be hard coded. It also shows even if the "Department" Reporting Unit Class is inactive.
