Previously, the matching required a label expression to match both the change set labels AND the included labels

All the tests passed, but this change probably needs some discussion, since the code has been this way since 2018.

Impact

  • Bug fix (non-breaking change which fixes expected existing functionality)
  • Enhancement/New feature (adds functionality without impacting existing logic)
  • Breaking change (fix or feature that would cause existing functionality to change)
