Language metrics fails to query data and generate blank SVG, starting around August 2024 #1694

For example, lissy93/Lissy93@8c9a904 shows blank SVG replacing the previous content. It is a persistent problem starting from sometime in 2024. No errors are reported in GitHub Action logs.
