Adds devsite's comment markers so we can pull sections of the readme into the site. We lose a few syntax highlighting sections here on github, but everything looks great on developers.google.com!

Eventually, we may want to consider just moving some of the docs/*.md files into devsite. For now, we're slurping them into the site. So if they change in this repo, they'll update on devsite when we do the next push (usually daily).
