The following Pull Request:

• Removes requirement for numpy >= 2.0 at install
• This PR adds beautifulsoup4, lxml, and webob as required dependencies.
• Removes [cas] and [tests] as extras from pyproject.toml. Instead, add packages from extras-tests to ci/environment.yml file for testing. docs/environment.yml has also been updated to install pydap-server which contains all server dependencies, and dependencies to run jupyter book.
• Update documentation (closes Add section on Constraint Expressions to documentation / Examples #388, Include documentation on DAP2 vs DAP4 #389 , Add a Why Pydap and Best practices #390 Include What's New section to documentation #393 )
