What does this PR aim to accomplish?:

Moves the 'X-DNS-Prefetch-Control' header to the server side of things. As suggested in pi-hole/web#3306.

I decided to put this in the 'additional' header section and not in civetwebb.c (where it would have fitted also in the header section) to not modify the dependency code.

By submitting this pull request, I confirm the following:
