What does this PR aim to accomplish?:

Repaces #2690 and addresses #2690 (comment)

How does this PR accomplish the above?:

As noticed with #2690, I think that dns.blockESNI is obsolete, should I add a deprecation message of some kind?

I do think the current wording can be improved further.

No problem, this is not particularly urgent.

I still had one question regarding this: Would we want to add a deprecation notice of some sort indicating that this option may be removed in the future (due to irrelevance, in like a year or two)?

Nah, I don't think so. We can just remove it without any kind of deprecation as it won't affect anything if the feature is truly gone.
