ID3v2.2 page has section anchors and a ToC, but the ID3v2.3 page lacks those #2

But https://mutagen-specs.readthedocs.io/en/latest/id3/id3v2.3.0.html lacks these.

Could it be possible to implement the in-page anchors or ids for 2.3? Thanks!
