Distinguish between damaged and destroyed Launch Pads #466

I think it would be a good idea (though entirely optional) if the Launch Facility screen would show a different image depending on whether a launch pad is destroyed (20MB) or damaged (other cost to fix). I've created alternate images for them, but had trouble today getting radar.cpp to show a different image depending. Here are the images, damaged vs. destroyed:

lfacil but 0 lfacil but 6 US
lfacil but 1 lfacil but 7 USSR

This is somewhat related to #412.
