Move test mocking from superctl to systemctl accordingly.

Includes

  • Commented instructions on running these tests.

Fixes #2611

Testing:

cd /opt/rockstor/src/rockstor
export DJANGO_SETTINGS_MODULE=settings
poetry run django-admin test -p test_tls_certificate.py -v 2
...
test_get (rockstor.storageadmin.tests.test_tls_certificate.TlscertificateTests) ... ok
test_post_requests (rockstor.storageadmin.tests.test_tls_certificate.TlscertificateTests) ... ok
