- Only allow resources mode if > V. ResourceModeShadowPicker previously allowed native resources mode when running on the V SDK. Native resources mode requires platform changes only available post-V, so increment the SDK level check. - Pin shadow tests to BINARY resources mode that require binary-specific features PiperOrigin-RevId: 694305668
