As it runs on the whole test suite anyway but was repeated for every job we ran.
Also fix it so that it combines reports from all backend jobs and not have only the last job to run be the coverage we check. Before each matrix job was overriding the other one's results

I am gonna approve but we need to make sure it uses the new version of action-env the PR was merged this morning with the updates
