What
Configure the CLI to use additional-libs feature by default, consolidating previous separate features like opt into it.
Why
Makes the default installation feature complete. Reduces the number of options / features we have to test with. Simplifies installation by including all external library dependencies by default while providing a clear option to disable them when needed.
Recommended install path is still binaries which should have these features enabled too, and will need updating to build additional-libs.
