For our development environment YAML,
towncrieris installed by conda, whilesphinx-changeloghas to be installed by pip. Sincesphinx-changelogpins the version oftowncrier, it means that the conda-installedtowncriergets uninstalled and then the pinned version oftowncriergets installed by pip. This PR movestowncrierfrom the conda section to the pip section to avoid this reinstallation, and this has no impact to anything else becausetowncrieris not a dependency of any of our conda-installed dependencies.
