Adds support for building and running gwsurrogate with NumPy 2.x while retaining compatibility with NumPy 1.7+

While there have been many prior releases of GWSurrogate, this is the first GitHub release.

Version 1.1.7 (and its associated Zenodo archive) includes code changes that resulted from GWSurrogate's JOSS paper review.
