Fix two 'first run' bugs (#62)

* Avoid crash on exit when no configuration is present.

Specifically this is seen the first time the program
runs on a system.

* ensure the configuration directory is always present

Currently the UI displays a blank ExpressKey window
the first time the program is run. If we create the
config directory earlier in the process the ExpressKey
panel will always be visible.

EKR support/SVG parsing fix

EKR was properly detected prior but due to a SVG parsing error it was not loading correctly.  Issue has been address and it now loads correctly in the GUI. May address other issues occurring with SVG parsing errors.

Fixed bug with xsetwacom listing Intuos Pro 2 tablets as Intuos Pro.  Also attempted to fix svg parsing for intuos pro 2 tablets as they are using an ancient format; still has some graphical defects.

* uses MapToOutput HEAD-<displayID> vs generating a matrix; seems to support non-standard monitor layouts better
  * this breaks support for CentOS 6 as it requires a newer release of the wacom drivers to support
