Add Chinese New Years Theme #1941

Feature description

• Add a theme for Chinese New Year
• Should trigger on Chinese New Years week and last until the end of Chinese New Year, ET.
• Because Chinese New Years does not fall on a single date every year, hard code lookup table (calculation is impossible)

Rationale for adding feature

• Adds personality to Ion
• Many people celebrate it

Suggested implementation(s) (if applicable)

• No visual clutter
