Yes, just run the new installer over the old version.

Settings and rules are not stored in the installation folder but in the profile folder (%ProgramData%\Fort Firewall when running as a service, or the Data folder next to the exe in portable mode), so the installer keeps them. On the first start the new version converts the old configuration to its own format automatically.

A backup won't hurt either: before upgrading, use Options → Backup → Export (or copy the profile folder). Once converted, the configuration can't be opened by the older version, so a backup is the only way to roll back to 3.16 with your settings.
