Because we decided to use LTS version of cert-manger and ranged patch version for the helm chart, I updated according to the policy. ref1. #985 (comment) ref2. https://cert-manager.io/docs/releases/#long-term-support-releases For `CERT_MANAGER_VERSION` in versions.mk, I used the latest patch version of v1.17. Note
I wanted to updated the Ubuntu version as well, but I encountered failures in the e2e tests. Fixing these seemed likely to take considerable time, so I plan to handle the Ubuntu version update in a separate PR.
