kern: silence -prod errors from new V checker warnings

Wrap voidptr-to-typed-pointer casts in unsafe {} blocks, and mark
DevTmpFSResource and TmpFSResource as @[heap] so free(this) does not
warn about stack-allocated receivers.

kern: initramfs: add missing uart_amd64.v and uart_arm64.v

Fixes CI failure: initramfs.v references uart_putc, but the
platform-specific definitions were never committed.
