The testing conditions should be based on the WCAG requirement being evaluated rather than assuming that OS scaling must always be set to 100%. Browser zoom and OS display scaling are different mechanisms, so they should not automatically be treated as equivalent. For consistent testing, it would be useful to document the browser zoom level and OS scaling used during the test. If a specific testing methodology requires a particular OS scaling setting, that should be stated explicitly by that methodology. |

I would like to request clarification regarding testing conditions for Success Criterion (SC) 1.4.4 Resize Text and SC 1.4.10 Reflow.
When testing these criteria, is it expected that browser zoom is used independently of operating system (OS) scaling?
Specifically:
This question arises because many devices (particularly laptops) use a default OS scaling of 125% or 150%.
If testing is performed with such OS scaling and browser zoom is applied at the same time, a combined scaling effect occurs, which may exceed the level of scaling implicitly assumed by the success criterion.
As a result, the outcome of testing may vary depending on the OS scaling configuration.
If this understanding is correct, it may be useful to consider explicitly documenting this in WCAG, for example as a recommendation to perform testing using a standard OS scaling configuration (100%) and relying solely on browser zoom, in order to ensure consistent evaluation across different environments.
Thank you for your clarification.
