@patrickhlauke wondering if you have any thoughts on this 2.3.1 flash definition question. |

Based on the 2.3.1 text and the definition of general flash and red flash threshold, would multiple flashing areas of the screen count toward an overall three per second limit? Or is it that flashing must occur in one 10 degree area at more than 3 per second to fail, rather than across the entire content area?
Example: I have two blinking white rectangles on opposite sides of a black background, assume that each is just over the 25% of 10 degrees area threshold. They each flash at a rate slightly over two times per second, but the patterns are offset, so one flashes on then the other flashes on. Does this fail 2.3.1?
When considered for each individual small area, the rate of flashing is under 3/second. When considered across the entire content area, there are more than three flashes per second.
Here's a live example of what I mean (the areas in the example are not correct, but assume each restangle exceeds the 25% of 10 degrees area)

The procedure in G176 doesn't help all that much. It says:
But does not have a branch to follow if more than one area of the screen is flashing at any time.
