BP17 "How to work with crowd-sourced observations" needs more content  #220

Currently it's not clear how 'crowd-sourced' data is different from other data.

In this email to the WG Bill says:

How does crowd-sourced data differ from other data? (I'm not saying it doesn't! - just a genuine question on what considerations are specific to data generated in this way, which might inform how it can best be dealt with)

The intent of this BP is recognising that we get a lot of spatial data from social media channels, where one can't typically use structured data. How can these 'reports' (posts, tweets, whatever...) be integrated with other spatial data?

In addition, we need to define what we mean by "contextual information that describes the quality, completeness and trust levels of crowd-sourced observations".
