Downgrade the following pacakges to 0.48.0: - windows-targets - windows_aarch64_gnullvm - windows_aarch64_msvc - windows_i686_gnu - windows_i686_msvc - windows_x86_64_gnu - windows_x86_64_gnullvm - windows_x86_64_msvc This resolves a deploy workflow failure.

This reverts
Cargo.tomlandCargo.lockto the state prior to #3241, except that the changes in #3283 are re-applied.Updated all uniquely versioned packages. This did not cause the deploy workflow to regress.
Manually updated remaining packages and verified with deploy workflow.
