Update Scala Next version to 3.8.1 and remove the experimental flag and annotations #945

I'm afraid to find out what Scala 3.8 does NOT support (so many things have already been deprecated from Scala 2 syntax). 😄
@jdegoes afaik, 3.9 (next LTS) will still fully support 2.13 syntax. But somethings will give warnings, like handing over explicit params to implicit param lists without a

The
-experimentalflag and annotation was required because ofSymbol.newClasswhich is no longer experimental in 3.8.1.Note that 3.8.1 requires JDK 17 so CI needs to be tweaked to prevent it to run under 11.
