JOB DESCRIPTION
JOB TITLE : Project Manager
LOCATION : Project Office/Site depending on job requirement.
PURPOSE : This Job description describes the duties and responsibilities of the
Project Manager.
SCOPE : This Job description shall apply to anyone who is assigned to this
job irrespective of his grade in the Company.
REPORTING TO: Head Infrastructure Projects.
CONCEPT OF RESPONSIBILITIES:
• Responsible for all aspects of successful project completion and ensures remedial
measures are taken well in time.
• Single point contact between the JV and Customer / Consultant.
• Possesses requisite decision-making authority to manage the activities of all internal
establishments involved in the successful completion of the Project.
• Sourcing of resources both within and outside DESCON and JV Partners is his
responsibility for which he utilizes the support of others BA and Business Support
Departments (BSDs) as well as outside agencies.
1. RESPONSIBILITIES:
1.1 Timely Completion:
Ensures Project completion within specified time and budget.
1.2 Client Handling:
Deals with the Customer in a manner that enhances their trust in the Company/JV.
1.3 Interpretation of Contract:
Interprets the Project Contract in a satisfactory manner & protects the interest of the
Company/JV.
1.4 Subcontracts:
Issues subcontracts where necessary as per financial authority limits.
1.5 Coordination:
Ensures requisite technical backup to the site team.
1.6 Budget:
Prepares project budget and gets its authorized from the management.
1.7 Cash Flow:
Manages the cash flow to achieve better result than forecasted.
1.8 Working Capital:
Controls working capital requirement by judiciously monitoring stores inventory value
and work in progress, payables and receivables.
1.9 Cost Monitoring:
Responsible for installing Company’s cost monitoring system and generation of
regular reports & ensures that project cost remain within the approved budget.

1.10 Financial Limits:
Can sanction expenses provided in the Company’s Financial Limits & as stipulated in
the FEWS for the project.
1.11 Invoicing:
Timely submissions of accurate invoices & follow up of receivable.
1.12 Planning and scheduling:
Responsible for making the initial plan as well as continuous revisions if necessary of
the original plan with the help of the Incharge Planning and FEDC to meet/exceed
project schedules.
1.13 Resource Mobilization:
Identifies all resources required for the project with the help of Incharge Planning &
FEDC, effects their acquisition and timely placement on the project.
1.14 Procurement:
Prepares procurement budget and schedule with the help of Incharge Planning &
FEDC and Incharge Procurement, installs Company’s Procurement systems through
Incharge Procurement and Incharge Finance and ensures that most economical
procurement is made at the project keeping procurement costs within the budget and
cash flow constraints.
1.5 Material Management & Stores
Installs Company’s Material Management System at the project with the help of I/C
Stores including deployment of inventory levels for different materials & consumables
and ensures Zero inventory at the end of project.
1.16 Execution Methodology:
Ensures execution of the project in the most efficient and safe manner by developing
the construction procedures and ensuring their implementation.
1.17 Incentives:
Uses incentive only as an effective tool to increase project efficiency and profitability.
1.18 Utilization:
Setting up a proper establishment at site i.e. placement of competent personnel well
versed with company systems and control procedures is the primary responsibility of
the Heads of BSDS. However, the Project Manager is responsible for effectively
Utilization of the support function of the following BSDs.
• Finance
• E&P
• HRD & Administration
• Commercial
1.19 QA/QC Procedure:
Develop PQP and subsequent revisions with the help of Head QA / QC, and ensures
its implementation and that actual work executed meets/exceeds the PQP
requirements.
1.20 Engineering Design:
Leads the design efforts with the help of Project Design Manager in such a way that
fit for purpose design is prepared in timely manner.

1.21 HRD:
Ensures that qualified manpower is hired and they are trained during the course of
the project to meet projects requirements and individual development needs.
1.22 Health, Environment & Safety Procedures:
Will get the HSE manual for the project prepared through I/C HSE and ensures that
all design and construction is carried out in accordance with its requirements.
1.23 Progress Measurement:
Ensures timely generation and submission of progress report to the Customer &
Company management through I/C Planning & FEDC.
1.24 Customer Complaints:
Handle Customer Complains on priority and responds in a manner to maintain
desired level of comfort of the Customer.
1.25 Core And Operating Values:
Owns Company’s core and operating values and ensures their implementations.
