Maintenance Cost Working Group Preface
The CRJ Maintenance Cost Working Group (MCWG) has been in operation since
October 1997. The group consists of representatives from Operators and
associated Bombardier departments such as Maintenance Engineering, In-Service
Engineering, Supplier Liaison, Spares, and Warranty, and selected Bombardier
suppliers. It is the MCWG’s intention in this, and future ISARs, to publish
information on ways to help reduce the cost of operating the aircraft.
Specific cost reduction issues contributed by Maintenance Engineering
are identified with a “$” symbol preceding the subject title.

From the Editor @
Welcome to the premier year 2000 issue of the Canadair Regional Jet ISAR.
For those who operate both CRJs and Dash 8s, you have (hopefully!) been
receiving and reading the Dash 8 ISAR - so the format of the newsletter will be
familiar. To our strictly CRJ audience, I need to properly introduce myself and let
you know where we are going with this publication.
I am Lorne Bromley, the Documentation Editor, attached to the Customer
Services Technical Help Desk in Toronto. Since March of last year, I have had the
pleasure of publishing the Dash 8 In-Service Activities Report. Assembling the
ISAR has proven a team effort from start to finish. Our intent has been to
continuously improve the overall quality and informative content of the newsletter
and to ensure a consistent and timely distribution to aircraft Operators.
Assisting in the production of the ISAR are Dave Grant, Technical Coordinator,
In-Service Engineering and Emily Holding, ISAR Coordinator, CRJ Technical
Help Desk.
We have been asked to bring the same approach to publication of the CRJ ISAR,
starting with this issue, which covers in-service activities over the period of early
January to the end of February.
Features, such as the following “Information Exchange”, are expected to be semi-
recurring: when we have something of general interest to communicate, an article
will appear. Contributions from the field for this particular feature are encouraged.
I hope that you will find the new-look CRJ ISAR to be of value. Readers’
comments are always welcome - to let us know whether we are satisfying your

Information Exchange
True to the intent of the “Information Exchange” feature in providing readers with interesting
material from far-and-wide, the following article was forwarded to us from a colleague in Montreal.
While the airline name and aircraft type have been genericized, the reported incident really did
happen. We provide this narrative as a general heads-up regarding onboard air quality.

Onboard Use of Dry Ice
A (non-Bombardier) regional jet aircraft was flying en-route in the United Kingdom at 24,000 feet.
The copilot, who was the PF (pilot flying) complained of feeling ill shortly after the cockpit
recirculation fan was switched “on”. He asked the captain PNF (pilot not flying) to take over. The
captain advised the copilot to don his oxygen mask, as he looked blue around the lips and appeared to
be pale and sweaty. Shortly after this, the captain began to feel ill and he also went onto oxygen. The
FA (flight attendant) in charge was called to the flight deck, and the captain asked if she could smell
anything unusual in the cabin or cockpit. The FA replied that the cabin was fine, but there was a very
faint odour on the flight deck. The FA was asked to check the crew every five minutes. An early
descent was made to destination, and on arrival, both pilots went to the local hospital. Nothing
untoward was found and both men were released.
Maintenance could not find any faults with the air conditioning or pressurization systems, nor were
there any electrical or other anomalies that would account for the faint odour.
The aircraft manufacturer’s Flight Safety department eventually learned of this incident and asked the
airline concerned if they could fly a typical route to discover if any further information could be
gathered. This was agreed-to and, although the sectors flown were not the same as the incident, they
were enough to determine the probable cause of the pilots’ illness.
The airline in question used dry ice to keep beverages and food cool. Dry ice was loaded in half-
pound bags into the rear galley and forward galley at about head height, and in the first class trolley.
After takeoff, this trolley was parked just aft of the flight deck door.
On the outbound sector, air samples were taken at various points on the flight deck every five
minutes. No unusual readings were noted. Some measurements were also taken in the cabin - again,
nothing unusual was recorded. The dry ice, however, had not been uploaded with the catering.
During the turnaround in Europe, fresh supplies were taken onboard - these were packed in dry ice.
Air quality readings showed increasing levels of CO2 during the return sector, with levels increasing
rapidly when the cockpit fan was switched on.
Further investigation showed that cabin crews frequently complained of headaches and not feeling
well when working in the galleys. Nothing had ever been discovered, and the complaints were
generally dismissed.
There is, on the aircraft in question, a flow of air forward from the cabin into the flight deck, just
above floor level. With the first class trolley parked outside the door, CO2 flows into the cockpit and

collects at foot level. The recirculation fan picks up air at foot level just aft of the copilot’s seat and
dumps the air back from the instrument panel coaming level directly into the faces of the flight crew.
The airline has since stopped using dry ice and has experienced no further events or complaints.
In Closing ...
A half-pound bag of dry ice sublimates in about 30 minutes - so, with several pounds of dry ice
onboard, the air quality can rapidly degrade.
If any airline’s cabin or flight deck crews frequently complain about the air quality, or about feeling
unwell on a regular basis, it should be determined if dry ice could be the culprit ... especially if an
investigation of the air conditioning and pressurization systems fails to render any clear leads.

Technical Help Desk Support submitted by Dario Gingras
The CRJ Technical Help Desk (THD), at the Canadair site in Montreal, has been using a new
database since the end of 1999 called the “CRJ Action Database”. This database was introduced to
record all incoming inquiries, in accordance with the THD mandate - which is to provide AOG
technical support to CRJ Operators.
In order to effectively expedite problems (e.g., Repair Engineering Orders, Concession Support /
Instruction Letters, troubleshooting tips, etc.) Operators are urged to forward requests via e-mail
(thd@notes.canadair.ca) or by fax (1-514-855-8501), followed by an acknowledging telephone call
(1-514-855-8500).
Recently, the THD received an incomplete damage report with insufficient information to provide an
Engineering disposition. This typically happens regarding ongoing troubleshooting of an aircraft
system problem. Incomplete reports lead to unnecessary aircraft downtime.
The more detail that is included in a damage report and problem description, the faster the THD can
respond to an Operator’s needs. It is highly recommended that Operators use the RJ-SL-20-004A
checklist when submitting a damage report.

Introduction to Maintenance Cost Monitoring
The Maintenance Cost Monitoring group is a part of the Maintenance Engineering department. The
group is a team dedicated to the analysis and reduction of maintenance costs. By analyzing
maintenance related issues, and converting them to a cost to the Operator, the group can demonstrate
the financial implications of these issues. Maintenance Cost Monitoring can then help in finding
equitable solutions to lower or eliminate the associated costs.
The focus and priorities are mandated to Maintenance Cost Monitoring by the Maintenance Cost
Working Group (MCWG). This group is co-chaired by Operators and Bombardier. The MCWG
consists of Operator members, Maintenance Cost Monitoring, and representatives of associated
Bombardier departments such as In-Service Engineering, Supplier Liaison, Spares, and Warranty.
The MCWG identifies issues during the bi-annual meetings; Maintenance Cost Monitoring
investigates these issues.
The investigation involves negotiations with vendors to lower maintenance costs by improving such
items as repair procedures, reliability, turn-around times, maintenance program adjustments, cost
guarantees, and additional training.
After analyzing a problem using operating data supplied by MCWG Operator members, Maintenance
Cost Monitoring visits the appropriate vendor to discuss the actions required to solve the problem.
Vendors are then asked to attend a meeting to address Operator concerns.
This process has proven to be effective. Maintenance Cost Monitoring has worked several initiatives
designed to lower the costs of operating Bombardier Aerospace products. By presenting data in a cost
per flight-hour format, Maintenance Cost Monitoring has been able to assist in justifying the time
spent resolving particular issues.
Maintenance Cost Monitoring meetings are prepared as MCWG meetings. Individual vendors are
invited to attend to give presentations. Members are expected to comment on the progress of the
investigation and to add suggestions; this ensures that the meeting concludes with a resolution that is
acceptable to all participants.
On large issues, a separate working group is often formed to facilitate a focus on specific problems.
This group conducts its own meetings between Operators, Bombardier staff, and vendor members; it
reports back to the main working group at the regular meetings.
Apart from the minutes of the MCWG meetings, Maintenance Cost Monitoring communicates
information in the ISAR or through All Operator Messages (AOM).
Operator involvement is essential to make this group work at its full efficiency. The technical and
logistic knowledge of Operators is required to reduce the cost of maintenance.

Subject: $- ACM Water Drain Blockage
Reference: SB 601R-21-026; RJ-SL-21-016
Water damage, as a result of Air Cycle Machine (ACM) drain blockage, has been a significant driver
of ACM overhaul costs.
Canadair Service Bulletin 601R-21-026 installs a water separator and drain system for the ACM.
This change was introduced in production on aircraft S/N 7177. Revision B of the SB introduces
drain lines made of a more resilient material.
To reduce ACM overhaul costs, it is important that the quoted SB be incorporated and that the drain
system is checked regularly to ensure that it is not blocked. Service Letter RJ-SL-21-016 addresses
this issue. Operators are advised to regularly perform an inspection of the drain system by checking
the force of the airflow at the right and left-hand side drain holes. Low or no airflow indicates that the
water drain is blocked.
The drain line orifices (especially the left side) are not easily accessible. Bombardier Systems
Engineering is investigating the possibility of reversing the drain lines (so the restrictor is near the
fuselage skin rather than near the ACM) to improve maintainability.
The subject is under review by Maintenance Programs and Planning for possible inclusion into the
Maintenance Program.

Subject: $- ADG Stowage Placards

As previously referred to in ISAR 98-02 and 98-03, incorrect stowage of the Air Driven Generator
(ADG) can prove a costly mistake ($28,000.00 US).
Caution placards to remind technicians to stow the ADG correctly are now available at no charge as
SB 601R-11-064. See All Operator Message (AOM) 358, issued October 26, 1999, for ordering
details.

Subject: ADG Damage Due to Improper Retraction/Stowage
Reference: ISAR 98-02; CRJ AMM; SB 601R-11-064
There have been a number of recent reports of damage to Air Driven Generators (ADG) as a result of
improper retraction/stowage practices.
The reported damage can be classified into two separate groups, each with its related causes.
Group 1 - Damage to ADG Blades Upon ADG Deployment
or ADG Failure to Fully Deploy (ref. ISAR item 98-02-2420, May 1998)
There have been a number of reported cases of fouling of the ADG (Hamilton-Sundstrand p/n
756652(A) or 761339) blades upon deployment of the ADG. In each reported case, ADG deployment
was selected during functional test per Task Card No. 000-24-220-701. The ADG was released but
the blades fouled with the ADG recess surround structure. The resultant blade damage necessitated
replacement of the ADG. In one case, the ADG did not fully deploy after selection of the manual
deploy handle during a Bombardier production test flight.
Upon investigation, it was determined that the ADG blades had previously been improperly aligned
during accomplishment of the ADG retraction task.
Reports such as these serve to highlight the importance of proper verification of ADG blade
alignment during stowage of the ADG.
CRJ Aircraft Maintenance Manual (AMM) Tasks 24-23-01-840-802 (“Retraction of the ADG After
Manual Deployment”) and -805 (“Retraction of the Dry ADG After Manual Deployment”) must be
reviewed and strictly followed when stowing the ADG after either manual or automatic deployment.
When the ADG commences its retraction motion, a blade hub locking pin begins to descend into its
recess within the hub, locking the ADG hub in its proper position. If the blade hub is properly
aligned, the pin will correctly recess and the hub will be locked and prevented from rotating.

However, if the hub is not properly aligned, the locking pin will not extend into its recess and the hub
will not be positively locked. The hub may subsequently rotate within the ADG compartment,
resulting in blade damage or a potential for the ADG not to deploy.
It is very important that the locking pin engage properly within its dedicated recess. Located adjacent
to the blade hub locking pin recess, on the aft face of the hub, are fasteners which retain the hub
housing to the generator assembly. If the locking pin is extended into the space between one of the
fasteners and the hub structure, the hub will appear to be locked in position. The blades, however,
will not be correctly aligned and blade damage could occur upon subsequent ADG extension. It is
critical that the hub be correctly aligned, and that the hub locking pin be confirmed locked in its
dedicated recess, when stowing the ADG.
It should be noted that even minor damage to the ADG blades can result in malfunction of the unit,
resulting from its inability to provide correct frequency power in an emergency situation.
Bombardier Service Bulletin 601R-11-064 has been released to provide installation of placards on
the ADG, facilitating hub alignment. If installed, the placards (alignment arrows and a warning
placard) will assist the technician by providing proper ADG stowage procedures.
In addition, CRJ AMM Tasks 24-23-01-840-802 and -805 have been revised to add additional
cautions and steps to highlight the importance of proper blade alignment during stowage.
Technicians are encouraged to review these AMM tasks for further information.

ADG HUB LOCKING PIN AND HUB RECESS
Group II - Damage to Dry ADG Downlock Pin
The dry ADG (Hamilton-Sundstrand p/n 761338) was introduced into CRJ production at aircraft S/N
7305. Due to the extensive rework required for retrofit onto aircraft in service, the dry ADG has not
been made available by Service Bulletin. As such, this issue is only applicable to CRJ S/N 7305 and
subsequent.
The new dry ADG has a downlock feature to prevent blow-back during aircraft braking after landing
with the ADG deployed. This feature includes a spring-loaded pin that engages within a recess in the
ADG body when the ADG is fully extended. The pin will prevent forward movement of the ADG
when engaged (see photo on following page).
There have been a number of reported cases of damage to the locking pin and ADG pivot structure as
a result of technicians attempting to stow the dry ADG using the handpump without first releasing
the downlock pin by pulling it out of its locking recess. The force exerted by the handpump is
sufficient to shear the locking pin. This action may also cause damage to the ADG hub in the area of
the pin recess bushing and surrounding surface. In each reported case of downlock pin shear, the
ADG has required replacement, resulting in significant aircraft down-time and cost.
Technicians are reminded to review CRJ AMM Task 24-23-01-840-805 (“Retraction of the Dry
ADG After Manual Deployment”) regarding proper procedures for ground stowage of the ADG.
The downlock pin is located on the inboard side of the ADG attachment fitting within the ADG bay,
and can be accessed from the front of the ADG. The retraction task will require two technicians - one
to pull the spring-loaded lock pin while the other person begins stowing the ADG using the stow

pump. The pin may be released once the ADG has moved forward and out of the fully extended
position.
ADG DOWNLOCK PIN LOCATION
Bombardier and ADG manufacturer, Hamilton-Sundstrand, are preparing a modification to the dry
ADG to introduce a new downlock pin. The new pin will feature a machined groove in the O/D
which will allow the pin to shear cleanly under stowing pump load. With the proposed modification,
shearing the pin will no longer result in damage to the body of the ADG or to its mounting fitting.
This modification is still in the design definition phase, and is expected to be released by Service
Bulletin in the future.

ISAR Item No. 2000-01-2520 submitted by Bill Overy
Subject: $- Overhead Bin Actuator New Geometry
There have been problems experienced concerning the inability to open overhead bin doors,
unassisted, from the closed position.
A new bracket geometry was trial-installed on aircraft S/N 7126 that applied more torque to the
overhead bin door in the closed position. Following the successful trial, the two new actuator
attachment brackets were installed on aircraft S/N 7133 and subsequent.
The shape of the two brackets was changed very slightly to provide the extra torque. The most
noticeable is the door hinge bracket, which was altered from a straight arm to a dogleg. The
attachment feet of both brackets are the same and are fully interchangeable as a pair.
If Operators are experiencing problems with the overhead bin door opening, consideration should be
given to replacing the original actuator attachment brackets with the new parts.

Subject: $- Weather Curtain Improvements
Operators have reported that the entrance door weather curtain is not easy to clean, and the plastic
liner has suffered damage during the cleaning process.
To address this issue, a new curtain with a washable liner has been introduced and is available under
the C&D Aerospace part number 4621005-505.

Subject: $- Bi-Fold Lavatory Door Removal/Installation
Procedures
Applicability: Aircraft equipped with North American interior configuration.
Several problems had been identified in regard to the original CRJ lavatory doors, which led to the
introduction of the new bi-fold door. The problems were summarized in the CRJ Maintenance Cost
Working Group “Open Action Register” (dated December 6, 1999) as follows:
§ Slide bolt on lavatory bi-fold door goes out of adjustment frequently.
§ Lavatory door centre hinge pin keeps migrating down and jams the door.
§ Lavatory door slams open and closed during takeoff and landing.

A removal/installation procedure for the new bi-fold lavatory door (that is installed in the North
American CRJ interior configuration) has been prepared by C&D Aerospace. The procedure is being
prepared for inclusion in the CRJ AMM, and was added as a temporary revision in January 2000.
Kit Drawing K601R40731 will be issued to install the door as a direct replacement.
The new brackets, bushings, and shims used on the new door will be added to the IPC. The subject
part numbers are as follows:

Subject: $- SFIM Horizontal Stabilizer Trim Actuator
Bonding Jumpers
During a recent presentation, SFIM noted that the stabilizer trim actuators are often returned to the
shop with the bonding jumpers (ref. MS-25083-2-BB4, quantity 2) cut off. To certify the actuator
unit, it has to be restored to its original condition. With the bonding jumpers severed, SFIM has no
choice but to replace them - this adds over $60.00 US to the invoice, regardless of the nature of the
requested shop service. To avoid the unnecessary cost, Operators are reminded of the importance of
shipping the actuators with the jumpers attached and intact.

Subject: Nose Landing Gear Sliding Piston to Axle Joint
Missing Sealant
Applicability: CRJ Series 100/200
Several Operators have reported the PRC sealant (MIL-S-81733 Type II waterproof fillet sealant -
refer to RJ-SL-20-001A) missing at the nose landing gear sliding piston to axle joint. The missing
sealant contributes to moisture ingress which can lead to corrosion. The joint should be re-sealed as
soon as possible.
Rectifying action is being undertaken by Messier-Dowty. This issue will be addressed by a future
Service Letter. In the meantime, Operators should pay particular attention to this joint at each "A"
check, looking for cracked or missing sealant. If sealant is found to be cracked or missing, contact:

A temporary procedure for cleaning the water filters (p/n 601R43144-1) is outlined in Bombardier
Aerospace Service Letter RJ-SL-38-001A. This SL revises the pressure differential after cleaning
from 0.36 PSID to 2.0 PSID, and is based on information supplied by Pall Aerospace, the filter
vendor.

Cracking of the APU ducts is a high cost issue in CRJ operation.
To improve reliability of the APU ducts, AVICA has issued a CMM for the upper and lower APU
inlet ducts. The repair section of the CMM includes repairs to the ducts, that also upgrades them to
the new production standard that is under development at this time. The APU exhaust duct CMM is
presently in work.

Analysis Program

The Maintenance Cost Working Group has been taking the initiative in resolving cost issues related
to the APU.
A program has been set up by AlliedSignal Aerospace using spectrometric analysis of the oil and oil
filter trace elements, that has provided a valuable cost saving method of determining the condition of
an APU.
The Spectrometric Oil Analysis Program (SOAP) is a maintenance tool that analyzes oil samples
taken at specific periods over the life of the APU. This will provide an early indication of a problem
by showing an abnormal trend increase of metal contaminants.
AlliedSignal Aerospace Service Information Letter APU 49 provides the guidelines and procedures
for this program.
Operators are encouraged to make this a part of their maintenance program.

Subject: How to Minimize Your Composite Repair Costs
The following article was published in “Innovations - The Newsletter of Comtek Advanced
Structures Ltd.”, Volume 3, Number 1, January 2000, and is reprinted in its entirety through the kind
consent of Mr. Patrick Whyte, President of Comtek. The article is provided in this ISAR as a general
maintenance and cost savings tip for Operators.
Today’s aircraft are taking advantage of composite materials technology
more than ever before. Composite components are typically lighter and
stiffer, with lower part counts, infinite fatigue lives and 100% corrosion
resistance. But if not properly cared for, these same parts can cause major
headaches in an airline’s maintenance department. Here are a few tips for
maintaining composites and keeping these parts in service for the minimum
cost per flight hour:
◊ Find punctures and disbonds as soon as possible. No puncture should be
left open to the elements. If the part is going to stay on the aircraft, use
speed tape to cover the puncture. Otherwise, the ingress of water or
other contaminants will increase the size of the damage, and increase
your repair costs.
◊ Disbonds will continue to grow as long as the part stays in service. Even
worse, the bigger the disbond the faster it will grow - before you know it,
the part will be beyond economic repair and you’re shelling out money for
a new part (if you can get one in a reasonable lead time!).
◊ Contamination - with glycol, engine oil, fuel, skydrol - is no different
from physical damage to the part as far as the repair cost is concerned.
Decontamination of a part before damage removal and repair is often the
largest part of the total cost! And remember, chemical paint strippers
will severely damage composite structures.
◊ The Structural Repair Manual will call out limits for the allowable
damages for most components. Once damage gets outside these limits,
the repair - if one can be designed - will be much more expensive. If at all
possible, get the part repaired by a mobile repair team, without even
removing it from the aircraft. This can be the best solution when the part
is large, difficult to remove and re-install, and neither a spare nor a
loaner is available.
◊ Exposed fibers will degrade. The correct paint and primer, properly
applied, are the first and best line of defense against ultraviolet rays,
moisture and other contaminants.

◊ Know your capabilities. Don’t attempt a complex repair that requires
specialized training and equipment, unless you have it. A failed attempt
will greatly increase the final cost of a professional repair, or even worse,
turn the part into scrap.
