Re: Pennsylvania “Forensic Audit” of 2020 POTUS Election [PART XXI] – [“How To” Summary]
The dam appears to have broken, as per Tom King, Esq. [724-679-1019], the PA-GOP lawyer who
also is deeply involved in election litigation efforts; he’s to speak tomorrow @11 a.m. to the
Thomas More group (see prior memo) to discuss anticipated procedures to be invoked in PA.
Apparently, announcement of concerted opposition by AG-Shapiro and acting Secretary of State
Veronica Degraffenreid [https://www.theepochtimes.com/pennsylvania-department-of-state-
tells-counties-not-to-allow-outside-access-to-voting-systems_3896243.html] galvanized the GOP
(notably Jake Corman, who had reportedly opposed this initiative as recently as last week):
Pennsylvania Senate President Pro Tempore Jake Corman … said … the directive
“is an attack on the General Assembly’s power to review, investigate, and
legislate in matters within its legislative authority, which includes Pennsylvania’s
election system….The Legislature has clear authority—both statutorily and
constitutionally—to provide oversight and issue subpoenas. This directive
tramples those rights which were specifically put in place to prevent potential
abuses and overreach by the Executive Branch.”
State Sen. Doug Mastriano … added that the directive was an example of a
“disturbing pattern” of obstruction and violation of constitutional powers of the
state Senate by the Wolf administration that dates back to March 2019.

Because Senator Argall, Chair of the “State Government” Committee, has endorsed an audit
[https://www.spotlightpa.org/news/2021/06/pa-election-audit-arizona-david-argall/], he must
join with Senator Mastriano to demonstrate proper involvement of his committee (which did
hold three hearings, albeit not transcribed). As noted in Memo XIX, the cascade of support for
this procedure should now entail prompt issuance of subpoenae to all 67 counties; this will then
be litigated through Commonwealth Court and then by the PA Supreme Court. It is vital that the
filing be replete with multiple FEDERAL constitutional references, so that it can promptly travel
(via Alito, probably) to the SCOTUS; it’s a slam-dunk in both state/federal constitutions that the
oversight role is properly vested in the state legislatures, no matter how much the acting-POTUS
may claim that this level of scrutiny poses a grave challenge to “our Democratic principles.”

the ability for everyone to congeal efforts; this level of transparency invites all to provide any/all
ideas that would facilitate the initiation of the forensic audit. Although providing an ongoing and
comprehensive update of all challenges is best acquired elsewhere (such as @ redstate.com),
certain eventualities that yield optimism are occasionally provided; note, for example, that
“Georgia Has Proof of Somebody Admitting to Running Ballots Through Numerous Times” (as had

conservative entities, but the content appears credible; again, as per my op-eds published by

Will also monitor two sites on Telegram: “Audit the Vote PA” and “Pennsylvania Audit Watch.”
Throughout, the goal is to ensure we’re all on the same pixel, for all forces must be mobilized.

It is desirable to clarify how I’m handling the politics of this endeavor, noting that ANY Republican
is preferable to ANY Democrat in the statewide races next year; it must be emphasized that
support for all four judges must be mustered this year, among them Stacy Marie Wallace, Esq.
(with whom I had an extended chat “about the weather” - https://stacyforpa.com/about/).
Indeed, more on-point is my having tracked Sen. Mastriano, noting his leadership in this realm;
note what he said to Stephen K. Bannon [https://rumble.com/vjjrcp-episode-1077-forensic-
audits-coming-to-key-battleground-states.html] regarding efforts to initiate the PA audit
(Episode 1,077). Others mirrored his views, such as Jeff Bartos (also c/o Bannon’s War-Room) and
Charlie Gerow (717-877-8194); when they have spoken forthrightly, they’ve been quoted herein.
Particular attention must be focused on Sen. Mastriano, noting he has been characterized as
attempting to capitalize on his voter integrity initiatives; I’m a Johnny-come-lately in this regard,
but I’ve found him to be a reliable resource during the past two months (@ four encounters). Yet,
he has been criticized for last year’s proposal that would have suspended HIPAA rights due to
Covid-19 [https://senatormastriano.com/2020/03/17/mastriano-federal-hipaa-regs-should-be-
suspended-during-coronavirus-pandemic/]; I’d like to know whether he still adheres to this view.
More important is the need to debunk the claim that he’d abandoned this electoral “cause”
following the Gettysburg event; I did, as well, because everyone claimed to be paralyzed until
completion of Seth Grove’s House hearings (and, later, until Sen. Argall had finished his work).
Thus, that Sen. Mastriano pivoted to Covid-19 “fireside chats” is fine with me; ultimately, it seems
that whomever is endorsed by The Donald will claim the inside-track, regardless of my views.

One loose-end that must be conveyed is that I was unable to chat on Saturday with the entourage
of Sen. Mastriano; as is clear, here, I lack his updated input regarding my efforts, despite the fact
that everyone else seems to feel that the appropriate level of pressure has been directed at the
appropriate politicians. Due to circumstances beyond my control, Mastriano’s crew had departed
prior to my arrival, and he had a scheduling conflict that precluded his ability to come on Sunday.
He told me—despite legal justification for the Auditor General to control the process, per SB 528
—that he wanted to ensure compliance with Phoenix; that the current Auditor General seemingly
ceded control to the entity with subpoena power, serves to support this working-hypothesis. Yet,
although I didn’t have the opportunity to present the need to involve Sen. Argall’s Committee,
that so many wheels are turning assuages a certain level of angst. Nevertheless, I didn’t have a
chance to request that he not wait until August to seek subpoenae, and I didn’t have a chance to
probe whether—for whatever reason[s]—he’d want to control the entire process in one entity.
These uncertainties were dutifully conveyed to others with whom he may interact, so if/when
feedback has been acquired … it will be sent to what now is a recipient list of 176 individuals.
Again, if there’s anything inadvertently omitted/erroneous, errata will be distributed apace.
