A. Title SUPPORTING INNOVATION IN PHILIPPINE TVET SYSTEM (SIPTVETS) PROJECT
B. Background
The Technical Education and Skills Development Authority is pursuing the
Supporting Innovation in Philippine Technical Vocational Education and
Training System (SIPTVETS) Project, a USD100 Million (Php5 Billion) loan form
the Asian Development Bank that is targeted to start implementation by
2021.

The advent of the 4th Industrial Revolution (4IR) also known as Industry 4.0
has brought with it significant social and economic opportunities and
challenges with require governments to respond appropriately. It has
significant impact on business productivity, workforce readiness and
relevance of education. This challenges educational institutions to pursue
innovations in equipping learners with essential skills to be industry ready
workers.

The creation of Regional TVET Innovation Centers (RTICs) shall improve the
overall innovation capacity of each region in line with RA 11293 otherwise as
the Philippine Innovation Act of 2019 declared the policy of the state to foster
innovation as a vital component of national development and sustainable
economic growth and adopts the policy that educational institutions, private
organizations, government agencies and local government units are key
drivers of programs that stimulates innovation literacy and skills development
for the Filipino workforce and entrepreneurs, including women and the
youth. Specifically, the project has the following ouputs:

1. Modernization of the Philippines skills development framework


2. Creation of a more demand-driven and industry-led TVET
3. Modernization of select TTIs nationwide (1 per region) into Regional
TVET innovation Centers (RTIs)
4. Strengthening TESDA’s institutional capacity

On 26 November 2020, SIPTVETS Projects has been presented in the Social


Development Committee (SDC) in National Regional Consultative Meeting.
Attended by the Regional Social Development Committee (SDC) Chairs, SDC-
Technical Board Members, NEDA Regional Director and BPDA BARMM.

Official endorsement of the SIPTVETS is one of the documents required from


TESDA upon submission of the project to the NEDA-Investment Coordinating
Committee (ICC) for approval.
