INTRODUCTION

In compliance to the Republic Act No. 10929 also known as “An Act Establishing the
Free Internet Access Program in Public Places in the Country and Appropriating Funds
Therefor”, public spaces, including schools, were provided with free internet access through the
PipolKonek free wifi. The State further recognizes the vital role of information and
communications technology in nation-building and declares its policy to promote an environment
for the development of structures that would ensure the availability and accessibility to reliable
and secure internet access suitable to the needs and aspirations of the nation. Furthermore, the
law aims to promote knowledge-building among citizens and enable them to participate and
compete in the evolving information and communication age (Official Gazette, 2017). In the
district of Buenavista in Marinduque, Philippines, there are currently 2 public secondary schools
covered by RA 10929- Buenavista National High School- Main Campus, and Buenavista
National High School- Daykitin Annex.
Wireless fidelity or WiFi has its advantages and disadvantages. According to
business2community.com (2017), public wifi is readily available and can be used easily in cases
of emergencies. On the other hand, it has low reliability, security, and speed. All these are
factors that the wifi user will definitely consider. In a study done by Bridges of Hope (2016),
students are easily affected by wifi decreases the face to face social skills of students which
deprives them from genuine communications. Also, it decreases time for studying and family
time. The nonessential internet use or aimless surfing lessens the student’s retention for
information.
With the abovementioned instances, the researchers decided to conduct the study to
find the effects of free public wifi to the academic performances of students in public secondary
schools in Buenavista, Marinduque.

STATEMENT OF THE PROBLEM


The study aims to find the effects of free public wifi to the academic performance of
students in public secondary schools in Buenavista, Marinduque. Specifically, it aims to answer
the following:
1. What is the profile of the respondents in terms of:
a. age
b. sex
c. grade/year
d. school
e. grade average

2. What are the students’ ways of utilizing the free public wifi?
3. What are the problems encountered by students while using the free public wifi?
