GENERAL METHOD STATEMENT
Green Line Expedition Ltd is an established company in the ICT, construction and
logistics industry which seeks to execute all civil, building and roads projects
contracted to laid down specifications and also within the stipulated time in a bid
to contribute to national development. This is usually achieved through a
systematic process which the company embarks on from the time of award to the
time of handover. Each project is given the attention it deserves through the entire
planning and execution phase bearing in mind the environment in which the
project is located, and making the most possible use of the cultural, geographical
and physical information within the locality.
We hereby, propose to execute the routine maintenance of this road as follows:
Firstly, the company will carry out a detailed reconnaissance visit to the site by the
project manager. This visit will be used to identify the following:
i. The most suitable area to establish a camp site and an office,
ii. Decide on the suitable accommodation for site staff and workers,
iii. Conduct the labour market survey and assess how many workers are needed
to be imported from head office if need be. It is our policy to source labour
from the local market,
iv. Carry out community sensitization survey on the project in conjunction with
the local authorities and seek the necessary cooperation required from them.
Once the above information has been gathered then mobilisation will start.
MOBILISATION
This will involve the movement of all equipment, people and the initial startup
material to the site. It must be emphasized that suitable accommodation for the
workers will be secured before moving the workers to the site. A plan on how to
move the equipment, people and materials will be drawn, a copy of which will be
handed over to the employer’s representative on site. This will be called a
mobilisation schedule and will detail how plant, personnel and materials will be
moved to the site.
EXECUTION
The project manager will be based on the site office, his/her prime responsibility
will be to act the main liaison officer between the project and head office.
S/he will ensure everything required for the project is sourced and delivered to the
site as per material/equipment schedule. The projects manager will ensure that the
project is being delivered as per proposed schedule and also adhering to the
technical specifications laid down in the contract documents.
We will allocate a qualified experienced General Foreman who will be reporting to
the project manager and will be responsible for day to day excursion of the project.
S/he will be assisted by two site supervisors.
Upon moving on site, we shall erect an information sign at both ends of the
contract section in accordance with the drawings supplied by the employer. Prior to
the execution of the works we shall obtain appropriate licenses and permits from
relevant authorities including traditional authorities to operate quarry/borrow areas
to ensure that material extraction sites are not located in sensitive or restricted
areas such as game park, cultural or archeological sites.
However, in an event that there is no practical alternative the company shall seek
permission from relevant authorities.
We shall not use chemicals for vegetation control of the optic fiber wayleave
We shall ensure that excess spoil material is disposed of in the approved area and
upon completion of the works all such areas will be landscaped and rehabilitated as
may be approved by the employer.
We shall ensure that all hazardous waste, chemicals and toxic substances are
handled, treated and disposed of in line with the Pesticides and Toxic Substances
Regulations of the Zambia Environmental Management Authorities (ZEMA).
In an event that a quarry or pit is declared, a usable water source for the local
community we shall ensure that such an area or areas are reshaped so as suitable
for inherent stable, adequately drained and suitable for the desired long term land
use and minimize the long term visual impact by creating land forms which will be
compatible with the adjacent landscape.
SITE ORGANISATION
Signing of the works
An information sign at both ends of the contract section will be erected in
accordance with the drawing supplied by the employer.
Adequately supported reflective standard road- works signs will be positioned at
least 100 meters in advance of the section being worked on in order to provide
enough working space for the workers we will position plastic cones at intervals of
20 meters after the triangular warning over the length of the works section, we
shall ensure the smooth flow of traffic at all times.
Health Care / Protective Clothes
We shall provide all workers with adequate protective clothing and tools required
for them to execute the works. Gumboots, overalls, reflective vests, face masks and
handwashing soap will be put in place. We shall provide adequate sanitary
facilities for the workers.
We shall sensitize workers on the dangers of Covid- 19 and encourage workers to
practice Social Distancing and the use of face masks, handwashing soap and
alcohol based hand sanitizers will be provided to the workers on site. We shall also
implement other recommended measures in conjunction with the Health
Authorities.
Workers will be sensitized on the dangers of HIV- AIDS including other sexually
transmitted diseases. We shall provide free condoms to all workers.
Measures will be taken to protect workers against malaria especially in the rain
season to sleep under mosquito nets which will be given to them.
Stagnant water in uncovered borrow pits will be treated.
WORK PLAN
We have a defined work- plan that satisfies the constraints and indicates when the
works are to be done on the road which will be submitted to the employer at the
beginning of the maintenance period. The workers Activity Report, the progress
Reports will be prepared on prescribed forms and submitted monthly.
VEGETATION CONTROL
We shall cut vegetation 3 meters on either side of the pole wayleave – way grass
will be cut 20 cm or less in height and will ensure that glass is less than 20 cm at
all times. Shrubs and brush will cut up rooted and trees will shall be cut to ground
level.
All the rubbish shall be removed and we will ensure that no rubbish cut off
vegetation material are visible on road shoulders and carriage – way as they shall
be disposed of to dumping site or in a manner that will be appropriate and
approved by the employer.
The width to be cleared will be marked with pegs at 200 m spacing.
Culverts in high fills and bridges will be cut to the (toe)
The structures, access culverts will thoroughly be cleaned and all tree branches
extending unto the road will be trimmed.
