1. Technical Requirements
3.2. General
Power supply
The power requirements of the facility will be fulfilled by self
generation in the island, provided by others. Power utilization will be
at 230/400V, 50Hz, A.C., 3phase - 4 wire system.
Electrical loads
Electrical loads at the facility would be of the Hospitality industry
requirements.
Power distribution system
Power distribution network is a TN-C-S system, where separate neutral
and earth cables will be CONNECTED to each other at origin and
remain SEPARATE with-in the installation. The existing network will
be extended to cater the loads in consideration.
Cables
All cables shall be stranded Copper (Cu) cables with PVC insulation.
3.3. Applicable Standards
Panel type test shall confirm to IEC 61439-3, IEC 62262
Panels shall be certified for the internal arc fault test as per IEC TR
61641
MCCBs shall confirm to IEC 60947 - 2014
MCBs shall confirm to IEC 60898.
RCCBs shall confirm to IEC 61008.

viii. All cable entry and exit points from the panel shall be properly sealed
using clay or similar material to stop intruders of any matter.
ix. Each distribution board shall be provided with a label of laminated
plastic black, engraved in white with the words mentioned in SLD
followed by the reference designation.
x. Power Analyzers / kWh meters of accuracy class 1 shall be arranged to
monitor circuits as mentioned in SLD. Meters should be networkable
to be incorporated to a monitoring system at a later stage.
3.6. Air Circuit Breakers (ACB)
ACB should be suitable for 50Hz low voltage electrical installation
from 220V to 690V. ACB shall be equipped with a trip unit that offers
the appropriate level of protection performance to fit to the application.
Trip units could be proposed with versions that provide measurement,
and communication functions. ACB shall be a withdrawable versions
as well as in 3-pole. A safety trip shall provide advanced opening to
prevent connection and disconnection of a closed circuit breaker. It
shall be possible to supply power either from the top or bottom side
without reduction in performance. For an ACB rating frame given,
dimensions shall be the same whatever the ultimate breaking capacity.
ACB shall have a rated operational voltage (Ue) of 690 V, a rated
insulation voltage (Ui) of 1000 V (AC 50/60 Hz) and a rated impulse
voltage (Uimp) of 12kV,
ACB shall suitable for isolation according to IEC 60 947-1 and –2 for
the rated insulation voltage of 1000 V and for the overvoltage category
IV.
The operating mechanism shall be of the Open/Closed/Open stored-
energy spring type. The closing time shall be less than or equal to 70
milliseconds.
3.7. Moulded Case Circuit Breakers (MCCB)
Moulded Case Circuit Breakers shall be the current operated type 3 or
4 pole as shown on the drawings, suitable for operation on 230/400
volts, 50Hz A.C. system and manufactured to comply with the relevant
British standards, IEC 60947-2014.
The short circuit rating for the MCBs shall be not less than 10kA for
DBs.
3.8. Miniature Circuit Breakers (MCB)
Miniature circuit breakers shall be the current operated type single or 3
pole as shown on the drawings, suitable for operation on 230/400 volts,
50Hz A.C. system and manufactured to comply with the relevant
British standards, IEC 898.
The short circuit rating for the MCBs shall be not less than 10kA for
DBs.

1. The Contractor’s workshop drawings shall be prepared generally to a scale of 1:100 for all
general layouts and 1:50 for all sections and room layouts, taking account of the following and
the information required for Record Drawing purposes.
The Contractor shall note that the cutting or drilling of any hole in the
structure will not be permitted without the prior written permission of the
MEP Consultant. Any such penetration, fixings or work not specifically
indicated on the drawings will be deemed to be included in the Contractors
work.
(a) Issuing of all drawings to the MEP Consultant or Project Manager / Engineer.
(b) Comments to be collated by the MEP Consultant or Project Manager / Engineer and
one copy returned to the Contractor.
The Contractor shall arrange for a full set of white prints of installation
drawings to be kept on the site showing the progress of all work in connection
with the contract. Such prints shall be kept up to date to incorporate all
modifications to the installations to enable “as installed” record drawings to
be available at practical completion. The progress drawing shall be available
for inspection at any time by the MEP Consultant or Project Manager /
Engineer.
1. At the time of the hand-over of the installation the Contractor shall provide sets of
fully detailed “as installed” record drawings (prepared using Auto CAD format) of the
whole works, together with full working, operating, and maintenance instructions
(required number of copies described elsewhere).
3. The drawings are to indicate the colour coding, labelling, and identification of
all services and must give full working details of the size, loading duty and
capacity of each item of plant and equipment. The drawings must also clearly
indicate the location and type of vents, drains, valves, dampers and test points.
The line diagrams of control systems must indicate the type, location, and
function of each component together with all inter-connecting pipework, all
terminal connection reference numbers or letters on the actual component.
1. In addition to the record drawings, the Contractor must obtain and provide two
(2) sets of manufacturers detailed drawings of all items of plant and equipment
suitably titled and with drawing reference numbers added.

5. Generally for all Drawings and documents the following copies are required:-
As-Built’ issue
- 4 paper copies (in colour); full size
- 4 paper copies (in colour) reduced to A3 size and bound into booklets
complete with covers identity the Project, date and description of
information.
- 4 copies of Auto CAD drawings on CD-Rom (CD-Rom to contain drawing
index inside CD-Rom; format, identification label on CD-Rom box cover to
be approved by the Project Manager/ Engineer.
- 4 copies of drawings saved on a CD-Rom as A3 set of drawings in Acrobat
PDF format.
1. The working, operating and maintenance instructions are to take the form of a manual in
which is described the layout and function of the systems, reduced scale reproduction of the
“as fitted” record drawings, schedules of components comprising each and every item of
equipment including manufacturers name, reference and serial number and operating and
maintenance instructions based on the manufacturers standard instructions amplified where
necessary. This manual will serve as an aid to maintenance management and must be a
functional document, not merely manufacturer’s glossy promotional literature.
2. The format and contents of the manual must be subject to the approval of the MEP
Consultant/ Project Manager/ Engineer and the Contractor must prepare a draft list of
the Contents and submit same to the MEP Consultant for approval prior to binding up
the finished manuals. The approved manual will be provided two weeks prior to the
date of practical completion.
3. The information must be clearly presented to give a data record of the installation and
plant together with a descriptive schedule of maintenance procedures. Information
will be specific to the project and not contain irrelevant materials.
4. The manual will be produced individually for each particular specialist part of the
contract. These in turn will form part of the complete maintenance manual issue.
5. The Contractor shall supply a ring binder with a clear plastic external pocket. Within
this pocket shall be inserted a printed card giving the name of the contract, title of the
manual and date. The spine shall also have a clear plastic external pocket with the
same information as detailed above.
6. All contents of the manual shall be stored in clear loose leaf folders, including the
record paper drawings. Allow for proprietary plastic sleeves to hold the As-Built
drawings recorded on CD-Roms complete with drawing index/register
(i) Title flysheet giving Contractors name, address and telephone number.
Also to be included are the names addresses of all Consultants.
(ii) Description of the installation giving a schedule of all equipment, their
manufacturer, manufacturers address and catalogue number together
with technical documents.
(iii) Operating procedures
(iv) Commissioning data and testing and inspection certificates/protocols
signed by the Consultant Engineer, Hotel Engineer and the MEP
Consultant.
(v) Manufacturers test certificates on all factory built assemblies.
(vi) Sub systems inspection certificates

8. The description of the installation must be a carefully and logically written description
including a comprehensive and complete description of the control system in detail.
- 4 paper hardcopies (in colour) and bound into booklets complete with
covers identifying the project date and contents of the Manual.
- 4 paper hard copies (in colour) loose leaf and installed in good quality
lever arch binders to act as Hotel Engineer’s ongoing Operation and
Maintenance Manual which Hotel Engineering staff will add to and
manage.
- 4 copies on CD-Rom in Acrobat.pdf format (CD-Rom to contain
document page index inside CD-Rom; format identification label on
CD-Rom box cover to be approved by the Project Manager / Engineer.
1. The following is a list of information which should be included in the Operation and
Maintenance Handbook. The degree of detail will be determined by the nature of the
project and the purpose for which the handbook is intended. In many cases it will
form part of the Hotel’s Health and Safety File.

1. The following is the minimum requirements which the Project Manager / Engineer
requires the Contractor to comply with before the Extra Low Voltage Systems
Installation for the Project can be considered by the Project Manager / Engineer as
‘Practically Complete’.
(ii) All snagging / defects lists must be addressed to the satisfaction of the Project
Manager/ Engineer.
(iii) A full set of "As Built" drawings inclusive of any comments must be
completed to the satisfaction of the Project Manager / Engineer:-
3. The Contractor should note that all drawings, must maintain the same references to
areas throughout i.e. the floor reference, room name and unit number and this must
correspond to the same areas on all drawings from all disciplines.
(i) A detailed Drawing Index is required to show all drawing titles, drawing No.s
and drawing revisions and what drawings have been superseded / destroyed.
(i) All drawings, information and documents for this contract, MUST be issued
in English.
(ii) The Contractor to prepare a programme for training the Hotel’s Maintenance
staff (with the agreement / cooperation of the Hotel Director of Engineering)
on the various Extra Low Voltage Systems installed; the contractor to allow
for arranging to bring in outside experts as necessary, to help teach the use /
operation of same. Staff training to be carried out in English.
4. Refer previous clauses which clearly identify the complete requirements of the
Operating and Maintenance Manuals and how this is to be coordinated with the As-
built Drawings.
5. The format and number of copies for all O & M manuals must be in an agreed
"standard" format. These must be prepared in English, any manufacturer’s
information and / or technical issues must be in English and should they be issued by
the supplier in another language to the installer, they MUST be accompanied by a
CERTIFIED translation into both English and Singhalese. This is critical as the
manufacturer’s warranty period as this is dependant on the correct servicing of their
equipment according to their specific instructions. The Contractor to arrange to meet
with the Project Manager/ Engineer’s Representative to discuss / agree on format.
(i) Asset sheets. I.e. for any & pieces of kit / equipment, all the technical details
appertaining to it should be listed.

Note: - These asset sheets should all be in a format agreed with the Project
Manager/MEP Consultant i.e. to ensure the presentation of information on
equipment within the building, supplied by many different contractors is in the
same uniform format.
(ii) All signs relating to the MEP Equipment Installation must be erected by the
Contractor e.g. danger (Voltage), warning (Access Prohibited) & caution signs
(Hazardous Chemicals) to any M/E plant rooms/doors etc. This is deemed to
be included in the Contractor’s price.
1. Shop drawings for Panels, Submittals shall include installation and wiring diagrams and
instructions for installation, operation and maintenance.
2. After shop drawing review and prior to ordering the Tenderer shall furnish samples. Such
samples shall be kept with the engineer until the completion of the work.
3. Submittals shall include testing and commissioning procedures for the specified system,
including report forms that will be provided in a final commissioning report.
19.1. Testing
Testing shall be carry-out as following categories

1. After all Work is completed, and prior to requesting the commissioning report specified in,
here after known as the Acceptance Test, Contractor shall conduct a final inspection, and pre-
test all equipment and system features required for project. Contractor shall correct any
deficiencies discovered as the result of the inspection and pre-test.
2. Contractor shall submit a request for the Acceptance Test in writing to the client with a copy
to consultant. The request for Acceptance Test shall be accompanied by a certification from
Contractor that all work is complete and has been pre-tested, and that all corrections have
been made.
3. During Acceptance Test, Contractor shall demonstrate all equipment and system features to
the consultant. Contractor shall remove covers, open wiring connections, operate equipment,
and perform other reasonable work as requested by the consultant.
4. Any portions of the work found to be deficient or not in compliance with the Drawings and
Specifications will be rejected. The contractor shall prepare a list of any such deficiencies
observed during the Acceptance Test with the guidance of consultant and employer.
Contractor shall promptly correct all deficiencies. Upon correction of deficiencies, Contractor

shall submit a request in writing to client with a copy to consultant for another Acceptance
Test.
8. HANDING OVER
9. TRAINING
21.1. Generally
1. Prior to the commissioning of the systems, the contractor shall arrange suitable technology
transfer programmes for the Employer’s operational, maintenance and technical staff to
ensure that they are fully able and qualified to execute all functions related to the operations,
repair and maintenance of Terminal Equipment, all other equipment and Systems provided
under the Contract. The Works shall not be considered complete for the purposes of Taking
Over until such Technology transfer programmes have been completed.
2. Technology transfer programmes shall cover the following:
a. Systems operation and control.
b. System and Plant maintenance and repair, replacement and configurations.
c. Recording and reporting.
d. Emergency operation procedure.
e. Maintenance management procedures.
f. Inventory and store control systems.
g. Safety.
h. Infrastructure facilities
i. Certified Training
3. Technology Transferring programs shall include transfer of knowledge to selected
candidates as future trainers so that when qualified by the Tenderer and with materials
provided by the Tenderer, such candidates will be able to transfer of knowledge in future

to new set of candidates to operate, repair and maintain all Systems provided under the
Contract.
i. The Tenderer shall prepare a comprehensive programme for each item or system
together with comprehensive manuals containing full course notes, reference material and
timetable at least two (2) months before the particular training is to commence and submit
this to the engineer/consultant for review and consent.
ii. The training manuals and all technical literature shall be prepared in the English language
(Tenderer shall contact the Employer and confirm the language).
iii. Programme shall include the following components:
a. The training Courses on general principles with overall objectives for each
system.
b. The training shall be sequential and each level completed before moving to the
next.
c. Planned lessons with general guidelines for the items containing performance
objectives.
d. The lesson plan shall be divided into such major activities as operation,
maintenance, and repair etc. process.
iv. The Tenderer shall use visual media as much as possible throughout the training.
5. The Tenderer shall remain responsible for the effective and efficient performance of the
Systems with the all equipment for the maintenance and repair thereof throughout the
Contract Period.
6. The Tenderer shall provide telephone hotline support for the Employer throughout the
maintenance period and Tenderer shall undertake to answer all questions on all technical and
non-technical matters of the Systems informed by nominated persons of the employer.
7. The Tenderer shall undertake to install new releases of all software packages installed under
the Contract within warranty period at no extra cost. Every installation shall be preceded by
installation on a test site. The Employer shall validate the new functions over a period of time
and after receiving approval the Tenderer shall install and test
8. The Tenderer shall properly maintain the maintenance register up-to-date, which shall be used
to log all adjustments and any repair works with all maintenance information, during
maintenance period.
9. Tenderer shall ensure and have capability to arrange maintenance on Multimode fiber within
8 hours during warranty period as and when required.
10. Vendor shall ensure the availability of a replacement OLT unit delivered to the resort within 6
hrs - 24 hrs in case of a complete OLT failure during the warranty period (3 Years).
Recommended to keep a backup OLT unit at a suitable location (preferably in Male or close
to Aarah resort). Vendor shall forward the method/process of handling a total OLT unit
failure.
3. Quality Assurance Certification ISO 9001: 2008 or equivalent quality assurance certification
is preferred.
4. The Contractor shall prepare the programme considering the master programme for
Construction and the applicable time targets for other Contractors works at site
5. All brands and models in the Tender shall have product life time (End of Life) of 5 years
ahead from the date of handing over (Shall produce written evidence from manufacturers).
6. All the brands/ makes shall have minimum of three (03) years service history in Sri Lanka or
10 years internationally.
7. Tenderer shall submit manufacturer authorization letters for proposed all brands/ makes.
12. EXAMINATION OF TENDERS AND DETERMINATION OF
RESPONSIVENESS.
1. The employer’s reserves the right: to change the quantity and specifications and also to accept
or reject any or all the tenders in full or in part without assigning any reasons whatsoever, and
the decision of employer in this regard will be binding on all the bidders. Tenders not
complying with any of the provisions stated in this tender document are liable to be rejected.
Management/Consultant of the employer reserves the right to accept or reject any tender
without assigning any reason and does not bind himself to accept the lowest tender.
2. Selected supplier must agree: to supply all the technical details, service and user manuals to
the employer at free of cost.
