Esports Club Charter

Welcome to the North America Scholastic Esports Federation (NASEF). Completing


and executing this Club Charter is a critical step in formalizing your activation and
participation.

The following represents the terms and conditions for the esports Charter at the
Atascocita High School Esports, hereinafter referred to as “Club”.

ARTICLE I: NAME & PURPOSE

Section A: Name – The name of this Club shall be Atascocita High School esports
Club, hereinafter referred to as the “Club”.

Section B: National Affiliation –The Club shall adhere to, align with and follow the
rules and regulations of the North America Scholastic Esports Federation (NASEF).

Section C: Purpose – The purpose of this Club shall be:


1. To provide high school students with the opportunity to pursue their
interests in esports and STEM related academic curricula and work-related
interests while developing a greater sense of community and enhancing
their skills in innovation, entrepreneurship, leadership, communication,
teamwork, analysis and problem-solving.

ARTICLE II: MEMBERSHIP & ELIGIBILITY & DUES

Section A: Eligibility - Membership shall be open to registered students at the


School, based upon the following conditions and requirements:

1. The high school student must enroll in the NASEF Club at a high school or
community-based organization.
2. The high school student is currently enrolled in at least 20 semester units of
work at a high school as defined in the Student Eligibility guidelines.
3. The high school student maintained satisfactory citizenship (no N or U) during
previous grading period at a high school or is good standing at the
community-based organization.
4. The high school student must have earned a grade point average of 2.0 or
better in all subjects during the previous grading period preceding his/her
participation.
5. The student shall participate as much as they can in the NASEF workshops
and activities developed and implemented for the Club.

Section B: Dues – There are no dues to be a member of the Club. Education and
learning shall always be a right for every student at no cost.

ARTICLE III: CLUB OFFICERS

Section A: Officers – The officers shall be a President, Vice-President, Secretary,


and Treasurer, the latter should the Club engage in any fundraising or other related
activity that generates any revenue.

Section B: Eligibility – Officers must be full time students who meet the above
requirements and conditions.

Section C: Election – The officers shall be elected by ballot by a majority of the vote
cast for that office by members of the Club; said election to occur no later than 30
days into the beginning of the School’s calendar year, or formation of the Club,
whichever occurs first.

Section D: Term – The officers shall serve for a period of one academic year and
their term of office shall begin upon election and conclude no later than the end of the
calendar school year.

Section E: Vacancy – If a vacancy occurs in the office of President, the Vice-


President shall assume the office for the remainder of the term and vacancies in any
other office shall be filled by a special election.

ARTICLE IV: DUTIES OF OFFICERS

Section A: President – it shall be the duty of the President to:


● Preside at meetings
● Vote only in case of a tie
● Appoint committee chairpersons subject to the approval of the Executive
Committee
● Serve as an ex-officio member of all committees except the nominating
committee
● Perform such other duties as ordinarily pertain to this office

Section B: Vice-President – It shall be the duty of the Vice-President to:


● Preside in the absence of the President

Section C: Secretary – It shall be the duty of the Secretary to:


● Record the minutes of all meetings
● Keep a file of the Club’s records
● Maintain a current roster of membership
● Issue notices of meetings and conduct the general correspondence of the
Club

Section D: Treasurer – It shall be the duty of the Treasurer to:
● Receive all funds and process Request for Payment, Deposit Slip, and Officer
Signature Forms
● Keep an itemized account of all receipts and expenditures and make reports
as directed

ARTICLE V: CLUB MEETINGS

Section A: Meetings – Regular meetings shall be held at regularly scheduled times,


preferably weekly or bi-weekly, during the regular school year, for the purpose of
conducting Club business and activities, and holding Workshops as required by the
League Manual, the nature of which shall be delineated by the League, and shall be
in person or virtual, depending on the Workshop session.

Section B: Special Meeting – Special meetings may be called by the President with
the approval of the Executive Committee, upon a minimum of 48 hours advanced
written or email notice to Club Members.

Section C: Quorum – A quorum shall consist of 50% of the membership in


attendance.

Section D: Parliamentary Authority – Robert’s Rules of Orders shall govern this


Club in all cases to which they are applicable and in which they are not inconsistent
with these bylaws.

ARTICLE VI: EXECUTIVE COMMITTEE

Section A: Responsibility – Management of this Club shall be vested in an


Executive Committee responsible to the entire membership to uphold these Club
rules.

Section B: Membership – This committee shall consist of the officers as listed in


Article III and a School or Community-Based Organization faculty advisor, also known
as the General Manager or “GM”.

Section C: Meetings – This committee shall meet at regularly scheduled times


preferably weekly or bi-weekly, in person or virtually, to organize and plan future
activities.

ARTICLE VII: ADVISOR – GENERAL MANAGER

Section A: Selection – there shall be a faculty advisor, to be referred to as the


General Manager (“GM”) who shall be selected each year by the School or
Community-Based Organization in cooperation with the Club membership.

Section B: Duties – The responsibilities of the GM shall be to:


● Support the Club’s activities and programs by adhering to the NASEF GM
Requirements.
● Facilitate the creation of a Club Charter, following the processes described at
the orientation event and included within your GM toolkit.
● Collect and organize all student and parent forms. The student and parent
packet will require you to verify their initial eligibility for Club participation.
● Commit to supervising one Club meeting each week.
● Provide feedback that can be used for development of the Federation.
● Work with Site Administration or Executive Director to find a new General
Manager, in cases where you are no longer able to serve. Identify additional
General Managers who can additionally support the Club.
● If the NASEF Club opts to participate in the competitive league, the GM will
additionally:
o Commit to supervising one 2-hour practice each week;
o Commit to attending and supervising students at Federation weekly
matches;
o Commit to attending and supervising students at Federation competitions;
o Consult with the virtual coach, as needed, with respect to players and
team dynamics; and
o Verify player eligibility at the outset of the competitive league and before
any Federation competitions
● Attend all regular Club meetings, executive board meetings as often as
schedule allows.
● Explain and clarify School or Community-Based Organization policies and
procedures that apply to the Club.
● Provide direction in the area of parliamentary procedure, meeting facilitation,
group-building, goal setting, and program planning.
● Organize, manage and implement League Workshops as provided by the
League
● Record attendance for all Club workshop meetings and trainings
● Assist the Club treasurer in monitoring expenditures, fundraising activities,
and corporate sponsorship to maintain an accurate and up-to-date account
ledger.
● Inform Club members of those factors that constitute unacceptable behavior
on the part of the Club members, and the possible consequence of said
behaviors, as well as monitoring and managing Club members’ adherence to
Federation Code of Conduct.

ARTICLE VIII: COMMITTEES

Section A: Marketing Committee – A marketing committee composed of at least


one Club member shall be selected by the members whose duty shall be to provide all
public relations, outreach and marketing support for the Club.

Section B: Workshop Committee – A Workshop Committee comprised of at least


one Club member, who shall be selected by the members, whose duty shall be to
assist and support the GM in overseeing, managing and implementing the League
Learning Manual and related Workshops

Section C: Team Competition Committee – A Team Competition Committee


comprised of at least one Club member, who shall be selected by the members,
whose duty shall be to assist and support the GM and the Club Coach in overseeing,
managing and implementing all esports practices and competitions

Section D: Other or Special Committees – The President shall have the authority to
appoint any other or special committees, with the approval of the Executive
Committee, from time to time as need demands.

ARTICLE IX: COMPLIANCE

Section A: Compliance – Your Club, organization, and all of its members, partners
and associates of any type or kind acknowledge and agree to comply with all local,
state and federal laws, rules, and regulations governing any and all aspects of your
activities.

ARTICLE X: AMENDMENTS

Section A: Selection – These bylaws may be amended by a two-thirds (2/3) majority


vote of the Club membership, and submitted to the League leadership for formal
written approval and acceptance.

Section B: Notice – All members shall receive advance notice of the proposed
amendment at least five days before the meeting.
