1. Purpose
To establish a systematic process designed to identify, communicate, mitigate and control risk in
hazardous areas, potentially hazardous conditions in routine and non-routine situations, in order to
prevent accidents.
2. Objective
The objective of a Permit to Work system is to formally establish safe working conditions for carrying
out all medium and high-risk routine works and all types of non-routine works.
3. Scope
The Permit to Work (PTW) system, in principle, shall cover all on-site medium and high-risk routine
and non-routine works, which may carry potential risk. Permit to work shall be applicable to all works
carried out by company employees, its vendors, contractors, subcontractors, OEM and others authorized
by the company. In the case of OEM operated sites, the OEM PTW system can be followed with the
prior approval of the respective business head, considering their PTW system is in line with ReNew’s
PTW requirement.
This standard applies to all ReNew Power operations and its other locations/sites where it has influence,
including warehouse, workshop, work site, office premises, guest house and the temporary activities etc.
Applicability
A Permit to Work shall be applied whenever people or property could be exposed to the danger of fire;
sparks or open flames due to welding, grinding, furnaces or torch cutting; flammable/explosive gases;
toxic substances or atmosphere; extreme pressure/vacuum; burns (hot or cold) from steam, surfaces or
materials at extreme temperature; compulsion to work in inclement/extreme weather; dangerous energy
sources, such as, electricity, chemical, mechanical, hydraulic, pneumatic, radioactive; oxygen deficient
or enriched atmosphere; potential for suffocation, drowning; being struck by an object/vehicular traffic
or engulfment by material; crushing by ingress of materials, toxic gases, acid/ alkali, fall from height or
cave-in of trenches or pits; and or acute/chronic exposure to ionizing radiation or the radioactive
substances.
Exclusions to PTW
PTW shall not apply to below conditions. However, user shall follow the requisite safety control
measures:
▪ Routine activities where hazard is known and the risk is low, the residual risk being mitigated through
activity SOP.
▪ Emergency management e.g. rescue, fire fighting, administering first aid, evacuation etc., all
demanding quick response.

4. Responsibilities

▪ Shall ensure material and tool clearance from the worksite before

▪ Shall remove unsafe conditions, if any; take all the precautions as
indicated in the PTW system and maintain them effectively; inform
the permit issuer, if there are any changes in the situation
▪ Shall be aware of Emergency Response Plan related to the activity.

▪ Inspect the site to verify the compliance with all the controls
indicated in the permit are implemented before according approval
to the permit.

5. Definitions
▪ Permit-To-Work (PTW): A PTW is a formal legal written document that is issued to establish
control and execute certain types of jobs safely, which are identified as potentially hazardous. The
document specifies the work, location of the job, time allowed for the work to occur, potential
hazards, as well as the precautions and procedures to be followed while doing the job safely.
▪ Permit Initiator: A person who applies for a PTW to the Permit issuer, receives it and completes the
work descried in it. They are responsible for ensuring that a Permit Holder is appointed and permit
holder is present at all times when the work is under way. If the Permit Initiator serves as the Permit
Holder for one job, they cannot not be the Initiator for any other job occurring at that time. The permit
initiator shall be a ReNew employee or from contractor only but not the subcontractor.
▪ Permit Issuer: Permit Issuer is typically a Shift/ Site In- Charge or equivalent, who has been formally
authorized by their reporting manager to issue the PTW. The permit issuer shall be a ReNew employee
or from contractor (i.e., in case of OEM operated sites).
▪ Permit Holder: It is a person who supervises the workmen executing the job. The Permit Holder
shall be responsible for commencing and completing the authorized job while fully complying with
all the requirements as mentioned in PTW standard and other SOPs. The role of Permit Holder may
also be served by a Permit Initiator. In such case, that permit initiator cannot be the Initiator for any
other job occurring at that time. If a subcontractor’s employee wants to become a permit holder, they
should undergo the training requirements as specified in this procedure.
▪ Job Safety Analysis: Job safety analysis (JSA) is a procedure which helps integrate accepted safety
and health principles and practices into a particular task or job. In JSA, the job is broken into multiple
steps, for ease in understanding and the hazard is identified for each step. The control measures are
recommended for every hazard.
▪ Shift: Shift means eight hours working duration in a day, counted from start of the activity/job which
can be extended up to a maximum of 12 hours depending on business exigency, as permitted by local
labour regulations.
▪ Routine/non-routine activity: Activity occurring regularly without any significant change is
considered routine, whereas an activity occurring occasionally or rarely is considered as non-routine.
While hazards in routine activity may usually be known, those in non-routine may remain hidden
unless identified.
▪ Accountability/responsibility: Accountability is the whole & sole ownership, and rests with one
person and cannot be transferred. Responsibility is the ownership to help deliver accountability, may
rest with more than one person and can be transferred or delegated.
▪ Electrical Work Permit: A permit required for all works that require de-energization and physical
isolation of electrical services or installation of the new services. It also involves working on or in
proximity to live high voltage power lines/system or the movement of tall equipment below the
overhead power lines.
▪ Work at Height Permit: A permit required for all works where foot level of the person is at height
of 1.8 metre or above w.r.t. the nearest landing/ground level or having fall potential of more than 1.8

metre to any other place/ground/excavation/water body. Some of the examples include working from
all types of ladders, scaffolds, mechanical lifts, working on transmission towers and conductors, wind
turbines, near excavated sites, inside confined spaces, sloped roofs, areas where there are no overhead
tie-off points, when working within 6 feet (1.8 m) of the edge of a flat roof etc.
▪ Hot work permit: A permit issued for the activity that may generate spark, splinter and flame. Few
of such examples are the welding, gas cutting, brazing, soldering, grinding, metal chipping, using naked
flame/fire and working near hot surfaces.
▪ Rigging Work Permit: It is a permit issued for jobs involving use of mechanical load lifting or
shifting equipment (and associated gear) to move, place or secure a load using plant, equipment or
structures, to ensure the stability of those members or the setting up or dismantling of cranes or hoists.
▪ Excavation Work Permit: It is a permit issued for works that involves the digging of holes, pits or
trenches in the ground beyond 1m depth and which may put people at risk through its collapse, falling
of people/objects, or contact with existing below ground services.
▪ Night conditions: In case work under any permit is required to be done during Night conditions, said
permit should mention additional safeguards required such as lighting, alcohol breathe analyzer,
extreme temperature management, additional security, emergency vehicle etc., as the case may be.
Night work should usually be considered from 1700 hours to 0700 hours and any insufficient natural
day light that may occur at day, both depending on season, weather condition, geographical location
of project etc. No separate Night Work Permit is required.
▪ General Work Permit: It is a work permit issued for all non-routine and low risk works which are
not covered under any of the specific work permits described in this standard and which may create
potential injuries
▪ Confined Space permit: It is a permit followed for working in confined space.
▪ Confined space: A confined space is defined as an enclosed space, which meets one of the below criteria:
• It is not designed for continuous human occupancy.
• It has got limited or restricted means for access (entry) and egress (exit).
• There is no natural ventilation.

7. Procedure
7.1 Types of work permits
7.1.1. General Work Permit: Where the work involved is non-routine and perceived to be of low risk
as per JSA conducted, the prior general work permit shall be obtained. Refer form F01(HSE-S-10)
7.1.2. Electrical Work Permit: All work, whether routine or non-routine, that requires de-energization
and isolation or Lock out tag out (LOTO) of electrical services or installation of new services or
working on/close to charged electrical system/transmission lines, a prior electrical work permit
shall be obtained. As a part of LOTO, the equipment should be physically pad Locked and Tag
displayed next to lock and equipment to be tried operating locally, only to make sure that it doesn’t
start and that the correct equipment & panel has been locked. LOTO should be applied by electrical
department and they should deposit key with permit issuer for entire duration of permit. To ensure
LOTO integrity, there should be only one key for one lock. Refer form F02 (HSE-S-10)
7.1.3. Work at Height Permit: All work that requires working at a height of 1.8 meter or more above
the ground level or having fall potential of more than 1.8 meter, a prior work at height permit shall
be obtained. Types of work covered include working from all types of ladders, scaffolds,
mechanical lifts, working on transmission towers and conductors, wind turbines, near excavated
sites, inside confined spaces, sloped roofs, areas where there are no overhead tie-off points, when
working within 6 feet (1.8 m) of the edge of a flat roof etc. Refer form F03 (HSE-S-10)
7.1.4. Hot work permit: All work that involves activities which could generate spark and flame such as
welding, gas cutting, metal grinding, chipping, using thermic fluid and working inside flammable
storages etc., a prior hot work permit shall be obtained. Refer form F04 (HSE-S-10)
7.1.5. Rigging Work Permit: All work that involves use of mechanical load shifting/lifting equipment
(and associated gear) to move, place or secure a load, a rigging work permit shall be obtained. Refer
form F05 (HSE-S-10)
7.1.6. Excavation Work Permit: All work that involves the digging of holes, pits or trenches in the
ground beyond one-meter depth and which may place people at risk through collapse, falling or
contact with existing services, a prior excavation work permit shall be obtained. Refer form F06
(HSE-S- 10)
7.1.7. Confined space Permit: All work that may involve column skirts, vessels, pipe lines, storage
tanks, spheres, bullets, coolers, bins, silos, sumps, trenches, pits, sewers, furnaces, underground
services lines, condensers, flue ducts, HVAC ducts, false ceilings and floors, where deficiency of
oxygen (< 19.5 %) or presence of toxic / flammable gases is likely and /or the space is not designed
for human occupancy in normal circumstances, a prior confined space permit shall be obtained
7.2 Issue of Work Permits
7.2.1. Once a job is decided to be done, Project manager shall commission Permit initiator to initiate the
process of PTW, preferably at least two days before desired date of job.
7.2.2. The Permit initiator should conduct the Job Safety Analysis (JSA) for job to be undertaken, at least
one day before desired date of job.
7.2.3. . While doing so, they should consider the weather conditions, multiple activities occurring

simultaneously and any undesired event that may arise during work.
7.2.4. Based on JSA, permit initiator shall identify the type of permits applicable.
7.2.5. Permit initiator shall raise the respective work permits in triplicate, by entering details in the work
permit form to seek approval from permit issuer. Initiator shall mention work description in detail
with date, time, duration and also mention the list of people on job and the list of equipment along
with description & identification no. They should also attach a copy of JSAalongwith competency
certificate for workmen (exp. crane operator) and the fitness certificate of equipment (exp. TPI for
crane).
7.2.6. The colour code for retaining a copy of triplicate work permit is given below:
▪ First copy (white) – Permit initiator
▪ Second copy (yellow) – Permit issuer
▪ Third copy (pink) – Book/department copy
7.2.7. Initiator or any other person must not start the job while permit is under approval, but can do the
preparatory work till permit gets approved from permit issuer. The Initiator shall ensure that the
persons engaged are thoroughly briefed about the relevant SOPs / SWPs, outcome of JSA & its
mitigation. They shall also ensure that relevant PPEs are provided and donned by workers properly.
7.2.8. The permit issuer shall check that all Hazardous energy sources, to be isolated for providing safe
work environment have been identified by Initiator & are mentioned in the permit. If any additional
isolation is required, Issuer shall identify it.
7.2.9. Permit Issuer shall ensure that all isolations are physically completed, all requirements for safe
execution of the job (as per JSA) have been met and then give clearance to start the job.
7.2.10. Permit Issuer shall sign the permit, hand over 1st copy of permit to Initiator and shall retain 2nd
copy for display in the department and 3rd copy for record.
7.2.11. Initiator shall note the Issuer’s checkpoints & any comments and explain to the work group the
control measures stated in the permit/JSA for safely executing the job.
7.2.12. Initiator together with the Permit Holder shall jointly inspect the site to confirm that all preparation
work is completed and the permit conditions have been maintained.
7.2.13. Initiator shall conduct TBT to workers, sign the permit and obtain signatures of Permit Holder and
workers on permit and TBT sheet respectively. Initiator shall then hand over the permit alongwith
its attachments (JSA, TBT sheet, competency of crew, fitness of equipment etc.) to the Permit
Holder for implementation and display at job site.
7.2.14. Initiator shall be overall responsible to maintain the status quo for control measures stated in the
permit during execution of work.
7.2.15. Permit Holder shall ensure that the control measures stated in the Permit/JSA are continuously
maintained throughout the execution of the job.
7.2.16. Permit shall remain valid for the duration of maximum one shift, following which it shall
automatically lapse, unless renewed in advance.
7.2.17. Simultaneous Operations (SIMOPS): Where more than one activity occurs at same place, impacting
each other’s safety, (e.g. ground work done below overhead activities or material handling occurring
next to excavation), separate permits shall be taken/issued, attached and cross referenced with each
other. The permit issuer in such case should be same.
7.2.18. Permit issuer should not be part of the job execution to prevent conflict of interest. However, in the
interest of project, if such situation is inevitable, they should inform to line manager and must follow
the conditions laid in PTW.

7.3 Distribution of Permit
7.3.1. First copy of the work permit and any attached documents or other concurrent permit(s) shall be
with Initiator / Holder and shall always be at job site.
7.3.2. The second copy shall be with Issuer and shall be displayed at Issuer’s office/control room.
7.3.3. After completion of work all the copies of the permit shall be filed by Initiator in a "Completed
Work" file.
7.3.4. Electrical Permit: In case of Electrical permit, the key(s) after energy isolation and LOTO shall
be handed over by electrical department to the permit issuer and signed off in PTW form. Once
the work is complete, after closing the permit, key shall be given back to electrical department
for restoring energy.
7.3.5. No Permit shall be assumed on verbal communication. In order to save time in permit issuance,
advance preparations shall be made at site.
7.4 Display of Permit to Work
7.4.1. It is important that the permit is displayed at workplace firmly so that the concerned people can
refer and abide by it conveniently. It also helps Issuer and HSE department to inspect work
activity without hinderance.
7.4.2. Arrangements shall be made to protect displayed permit from atmospheric conditions e.g. wind,
rain etc.
7.5 Extension & Revalidation of Permit to Work
7.5.1. PTW shall be issued for minimum duration required to complete the job. Maximum, it can be
issued till end of shift and shall deem expired, unless renewed. In case the job is required to be
continued beyond the shift, PTW extension shall be obtained from an approved Permit Issuer who
shall be present during the extended period of the work.
7.5.2. Maximum period for extension of Permit to Work shall not be more than four hours. Only single
extension is permissible in one permit.
7.5.3. Details of the extension shall be entered all in the display. issuer and filed copies.
7.5.4. The permit automatically stands cancelled upon expiry of the shift, unless renewed.
7.5.5. In case there is no change in workmen and the equipment for extended period, the existing permit can
be revalidated by signing by the Permit initiator, Holder and the Issuer. However, if any of the above
conditions change, the permit shall stand cancelled and a new permit needs to be issued.
7.5.6. In case of Night conditions or other adverse weather conditions fall during tenancy of permit or its
extension, requisite endorsement on JSA and Permit should be done and the additional risk shall be
explained through a fresh TBT.
7.5.7. The permit issuer must inspect the job location and witness requisite safeguards before renewing the
permit.
7.6 Shift Handover & Change management
7.6.1. In case of change of Permit initiator/Issuer/Holder or any other crew member (i.e. due to ill health
or exigency) during currency of shift or shift change, the replaced person shall revalidate the
existing permit.

7.6.2. Shift changeovers can be one of the most vulnerable times for PTW system. Any failure to convey
appropriate information from previous to next shift crew could lead to accident. Therefore, there should be
adequate time overlap between two shifts so that both the handing and taking over parties can
communicate on activity and the PTW appropriately.
7.6.3. Apart from verbal discussions, means of communicating information could be the PTW files and
display boards. Observation noticed in previous shift should be written on permit so as it does not
get missed during handover.
7.6.4. The shift handover arrangement shall be monitored regularly to ensure its continued effectiveness.
HSE department should review this during inspection and audit.
7.7 Closure of Permit
7.7.1. When the job is over, the Permit Initiator shall ensure that all men and material have been removed
from the site and ensure that isolations/lock out tag out made are restored. They shall obtain
signature of the Permit Holder to this effect and sign off in the permit closure section. The Permit
copy then shall be handed over to Issuer to close the permit.
7.7.2. Issuer shall ensure restoration of site and all isolation are completed and shall sign the permit in the
permit closure section. They shall declare that the job is completed and operation is ready to start.
7.7.3. Issuer shall file all copies of the permit in their ‘completed work’ file as record.
7.8 Suspension/Cancellation of Permit
7.8.1. A valid work permit can be suspended or cancelled during the execution of the job if any of the below
situations arise:
• Failure to adhere to any safety practices and requirements as per ReNew safety standard
requirements.
• Non-commencement of the work in reasonable time period, for which permit has been obtained.
• Permit issuer or approver is not satisfied with the arrangement made regarding safety.
• In case of emergency.
• Adverse weather condition.
• Not meeting any condition written in permit or a new risk has aroused.
7.8.2. All employees and contractors are empowered to “STOP” unsafe work. If unsafe condition continues
to persist, or if there are imminently dangerous conditions, Permit Issuer and Initiator are authorized
to cancel the permit. In either case, the appropriate suspension or cancellation remarks should be
written on permit along with signature.
7.8.3. In case of permit suspension, permit holder shall stop the work in safe manner and shall restore it to
desired safe level. They should then demonstrate safety adherence to the person who suspended work,
for allowing continuing the work. Work can continue after putting remarks on permit.
7.8.3. In case of permit cancellation, permit issuer shall ensure that work is stopped in safe manner and
shall retrieve all the copies of the permit and file for retention. No closure/cancellation of Permits shall
occur on verbal communication.

7.9 Criteria for selection of Permit Issuer and Initiator
7.9.1. As the project kicks off, Site In-charge shall propose the name of Permit Issuer(s) and Initiator(s),
keeping in mind the eligibility requirements laid in this standard
7.9.2. They must have attended PTW training as per Training Need Identification (TNI) matrix and successfully
cleared post training assessment.
7.9.3. Assessment shall be carried out by respective line manager in accordance with the assessment sheet
(Refer Annexure – 1).
7.9.4. The successful post assessment shall be valid for period of one year.
7.9.5. Nominated persons shall be formally authorized through a notification by the site in-charge and
communicated to all concerned.
7.9.6. Permit Issuer at OEM operated site shall be selected in written consent with respective ReNew
site in- charge.
7.9.7. The OEM’s critical work permit shall be counter signed by ReNew Site In-charge.
8. Management
8.1. Retention
Records of work permits shall be retained for at least two years after completion of job.
8.2. Audits
8.2.1. Audit shall be carried out in accordance with ReNew Power auditing protocol focusing on the
following aspects:
• Knowledge about Permit to Work Procedure
• Compliance to the Standard & Procedure
• Implementation of the Procedure, especially Procedure under exclusion
• Compliance of Authority
• Documentation & record (including training)
8.2.2. ReNew team shall have the authority to audit the procedure of OEM permit system as and when
required, as per the agreed terms of service.
8.2.3. All OEM operated sites should meet the requirements of ReNew PTW standard, as a bare
minimum.
9. Training and Awareness
All the concerned people in this standard shall be provided training followed by the assessment. The training
shall be linked with training need identification (TNI), training procedure, assessment, calendar etc.
10. Standard Review
This standard shall be reviewed at least once in two years by a cross functional team appointed by the
Standards and Procedure Work stream.
