Amendment because a child of necessity when a consensus was reached
after much deliberation in one congress meeting.

We fervently behave that this constitution has been perfectly designed to

National Association of Science Technology Students [NASTES] guiding
principle and thus provide a comfortable shelter for the practices of the member
that are expected to live by it. To those that brain chided it, we say kudos and to
the subsequent reviewers more power to your elbow.

PREAMBLE

We the members of the NATIONAL ASSOCIATION OF SCIENCE

TECHNOLOGY STUDENTS (NASTES):

Having firmly and solemnly resolved to live in unity and harmony as one
indivisible and indissoluble sovereign association under almighty God, dedicated
to the promotion of inter-NASTES solidarity, peace, harmony, liberty, equality
and justice for the purpose of consolidating the unity of our people: do here make,
enact and give to ourselves the supreme National Association of Science
Technology Student-NASTES would be governed.

ARTICLES 1

SECTION 1:

Sub-section 1: The name of the association shall be NATIONAL ASSOCIATION

OF SCIENCE TECHNOLOGY STUDENTS.

Sub-section 2: The acronym shall be NASTES

Sub-section 3: The motto of the association shall be Technology for human

advancement.

SECTION 2: Supremacy of the constitution.

1. Shall Bind Supremely on all our members and executives.

2. Shall bind Supremely on all departments under NASTES

SECTION 3:

 LOGO: The logo shall comprises of MICROSCOPE, which means science
and technology

COLOUR: The colour shall be Orange, Red and Green

SECTION 4:

STRUCTURE: This constitution is flexible and thereby reviewable once in five

sessions.

ARTICLES 2:

SECTION 1: AIMS AND OBJECTIVES

1. To promote the oneness among members of the association

2. To promote the fundamental human right of the members
3. To promote moral and social intellect of the members
4. To attend national and international conferences and meeting on science
and technology with the view of enhancing the moral of the members

5. To contribute towards the stability of Nigeria by our effort in guidance with

interpretation and application of this constitution
6. To promote and cater for the academic well being of the students
7. To promote awareness and understanding between the student and the
departmental member of staff.
8. To work for the progress and advancement of sciences and technology
globally
9. To provide means by which we may effectively utilized the cultural
resources
10. To maintain discipline among her students.

ARTICLE 3:

SECTION 1: MEMBERSHIP

 1. AFFILIATED MEMBERS: The Pre-ND, Part-time student shall be known
and addressed as affiliated members of the association
2. REGULATED MEMBERS:A regular member shall be any registered
student of the department pursuing National Diploma in science laboratory
technology and Higher National Diploma in Microbiology and Applied
Chemistry(and if any)
a. The duration which shall not be less than one academic year
provided such as student has paid his/her association fee.
3. LIFE MEMBERS: Life member of the association by reason if their past
activities in the interest of the association or in appreciation of their role in
public life are entitled to the honor roll of the association.
4. HONORARY MEMBERS: Honorary member shall be non-student who are
deemed worthy of being member of the student association by reason of
their interest in student and academic matters, especially as relating to the
association.

SECTION 2: PRIVILAGES

Sub-section1: AFFILIATED AND REGULATED MEMBERS

1. Use the facilities provided and recognized by the association.

2. Wear or display the official colours of the association.
Participate in recognized programs and function of the association.
3. Vote and voted for in any approved Association or union election.
4. Affiliated member are exempted in sub-section4 above.
5. Attend and vote at general meeting necessitating a majority vote.

Sub-section 2: LIFE AND HONORARY MEMBERS

1. Life members shall have the same rights and privilege as honorary or
associate member but neither vote nor be voted for.
2. Honorary member shall be privilege to enjoy the facilities of the association

ARTICLES 4:

SECTION 1: GROUND PARTONS

Sub-section: The Deans Faculty of science shall be the Ground patrons of the
association

SECTION 2: PATRONS, PATRONESSES AND ADVISERS

Sub-section

1. All HODS under the platform of NASTES shall be the patrons of the
association and (if any).
2. Any other person(not less than 2 and not more than 6 as may be appointed
by the NASTES executives and approved by the patrons shall be the
NASTES advisers):
a. Six members of the advisers must contain each coordinator of
various constituencies in the department.
b. Two (2) from Science laboratory technology, Microbiology, Applied
chemistry option and (if any).

SECTION 3: REPRESENTATIVE

1. Representative shall be referred as a senates

2. Representative shall check the power of the executives
3. There shall be representative consisting of three (3)from each constituency
of the department.

ARTICLES 5:

SECTION 1: COMPOSITION OF THE EXECUTIVES

The association shall maintain the following elected officers.

a. President
b. Vice-president
c. General Secretary
d. Assistance General secretary

 e. Treasurer
f. Auditor
g. Financial secretary
h. Social Director
i. Public relation officer
j. Sports Director
k. welfare officer
l. Librarian.

ARTICLES 6:

SECTION 1: TENURE OF OFFICE

1. All offices of the association shall be held for a period of one complete
academic session.
2. Any officer of the association may be remove after trial and conviction by a
resolution adopted by two thirds majority of the member present as a result

of allegation by regular members of the association. Any officer so removed shall

not be eligible to contest in any other election throughout his/her staying in the
department.

SECTION 2: RESIGNATION

1. Any officer of the association who wishes to resign in protest and within
the first six month of the session can only do so on earlier notification.
2. Resignation shall be inform writing, which shall be two (2) copies to:
i. The executive council through either: the secretary, if the
resignation officer is not the secretary.

The president, if the resigning officer is not the president.

ii. The representative

SECTION 3: IMPEACHMENT/SUSPENSION

1. Any officer found in any unlawful organization such as

"CONFRATERNITY" or any other unaffiliated club shall be removed from
office.
2. Any officer misuses his/her office shall be sanction.
3. Any officer found guilty for misappropriate of fund of the association shall
step aside pending the time of investigation and if found guilty, will be
impeached.

ARTICLES 7:

DUTIES OF THE EXECUTIVES:

PRESIDENTS:

1. Shall be the chief executive of the association.

2. Shall preside over the congress and meeting of the executives.
3. Shall prepare the budget in conjunction with other executives.

4. Shall supervise and coordinate all activities of the association by other

executives’ officer.
5. Shall be one of the signatories to the association accounts.
6. Shall cause to summon all meetings of the executive council and general
meetings of the association.

VICE PRESIDENT:

1. Shall assist the president on his duties as may be delegate and deputizes for
the president in his absence.
2. Shall serve as the chairman of the association week committee to direct the
activities of the week.
3. Shall be the chairman of academic committee.
4. Shall carry out all activities that may be assigned to him/her from time to
time by the president.

GENERAL SECRETARY:

1. Shall be the chief administrative officers of the association.

2. Shall handle all correspondence of the association.
3. Shall summon all association executives and general meetings of the
association at the request of the president having stated the agenda.
4. Shall keep the attendance book, minute and records of NASTES.
5. Shall prepare an annual report of the association activities for approval of
the executives, which shall be circulated after its ratification.
6. Shall be one of the signatory to the association accounts
7. Shall carry out such other functions as may be assigned to him under the
other articles of this constitution.

ASSISTANT GENERAL SECRETARY:

1. Shall acts as the secretary in his absence.

2. Shall be the secretary of the “ORIENTATION WEEK” AND NASTES
WEEK COMMITTEE
3. Shall carry out any such other function as may be assigned to him/her by
the other articles of this constitution.

TREASURER:

1. Shall be the secretary of the finance committee.

2. Shall present an annual budget to the executives not later than two weeks
after the first meetings of the executives’ council.
3. Shall keep treasury books of accounts as directed by the auditor.
4. Shall certify all withdrawals from the NASTES account and the money
received by hand shall be deposited in to the NASTES bank account within
48 hours
5. Shall be one of the signatory to the association accounts
6. Shall carry out any such other function as may be assigned to him/her by
the other articles of this constitution.

FINANCIAL SECRETARY:

1. Shall be the chairman of the finance committee.

 2. Shall keep the account of the association.
3. Shall be responsible for preparing the financial record/budget of the
association.
4. Shall ensure that there is proper control over funds of the association in
accordance with the provisions of the constitution.
5. Shall issue receipt and handover all collected money to the treasurer within
48 hour but if weekends 72 hours

SOCIAL DIRECTOR:

1. Shall be the chairman of the social committee.

2. Shall coordinate all the social activities of the association.
3. Shall liaise with the NASTES activities of the association with affiliated
social clubs.
4. Shall carry out all other duties as are here in after allocated to him under
other articles of this constitution.

PUBLIC RELATION OFFICER:

1. Shall be responsible for the publicities of the activities/program of the

association
2. Shall keep records of such release of the press report relating to the
association for reference purposes.
3. Shall constitute editorial board.
4. Shall carry out all other duties as are here in after allocated to him under
other articles of this constitution.

SPORTS DIRECTORS:

1. Shall be the chairman of sports committee.

2. Shall coordinate all the sporting activities of the association.
3. Shall after the first meeting of sports committee and after consultation with
the sport coach presents the association with a programmed of sport

 activities for the session. Changes in such a programmed shall be displayed
on the departmental notice board.
4. Shall prepare the budget for sporting expenses incurred through the
association.
5. Shall carry out all other duties as are herein after allocated to him under
other articles of this constitution.

WELFARE OFFICER:

1. Shall be the chairman of welfare committee.

2. Shall see to the matters affecting the well-being of the member of the
association
3. Shall be in charge every welfare matter
4. Shall keep all the first aid box of the association.
5. Shall carry out all other duties as are herein after allocated to him under
other articles of this constitution.

AUDITOR:

1. Shall be the chairman of auditoria committee.

2. Shall prepare the statement of account to the association twice in a year,
which should publish for internal circulation.
3. Shall be empowered to check and claim sheet or invoice before any other
approve by at least two- third of the executives.
4. Shall carry out all other duties as are herein after allocated to him under
other articles of this constitution.

LIBRARIAN:

1. Shall be the caretaker of the departmental library

2. Shall monitor the activities and uses of the departmental library
3. Shall purchase with the assist of the president in purchasing of any library
materials (books, stationeries etc.)

 4. Shall be in charge of library fee, such as that allocated for late returning of
any books, stationeries library users.
5. Shall be the vice chairman of editorial committee.
6. Shall carry out all other duties as are herein after allocated to him under
other articles of this constitution.

ARTICLES 8:

SECTION 1: CONSTITUTION OF VARIOUS COMMITTEES:

The constitution of various committees shall be constituted before the end

of first semester academic work. There shall be done by nomination by the
executives.

SECTION 2:

A. WEEK PLANNING COMMMITTEE

i. Shall be chaired by the V.P of the association

ii. Shall have its secretary to be the Assistant General Secretary.

iii. The week planning committee shall be the head of all other committee
during the week of the department.
iv. Members shall not be more than ten(10) students including the vice
president, the assistant General Secretary, auditor and the social
director.
v. Other member shall be made up of at least 2 representative from
ND1,ND11.HND1,HND11.S.L.T,Microbiology, Applied chemistry and
if any other optional courses
vi. Shall see to orientation and NASTES week.

B. FINANCIAL AND BUDGETARY COMMITTEE;

i. Financial secretary shall be chairman of the committee.

ii. The secretary of the committee shall be the treasurer
iii. Committee shall consist of eight (8) members including the financial
secretary and the treasurer.

 iv. Other members shall be made up of at least one representative from
each level and (if any) other courses.

C. SOCIAL COMMITTEE;

i. The social director shall be the chairman

ii. The miss of the association shall be the V.C
iii. Social committee shall be responsible for all social activities of the
association
iv. Any interested person in the department may join the committee
provided they have meet up with the committee requirements.
v. Shall organize and design procedure for selecting MISS NASTES
through contest included her intellectual charismatic.

D. WELFARE COMMITTEE;

i. Shall be chairman by the welfare officer

ii. Shall see to the matters affecting the well-being of the member of the
association
iii. Shall see to any welfarism of the association.

iv. Member shall be eight (8) including the welfare officer

v. Other member shall be made up of at least one representative from each
level. And if any other option
vi. Shall be responsible for keeping well-functioning first aid box of the
association
vii. Shall be responsible for keeping the properties of the association.

E. ACADEMIC COMMITTEE;

i. Shall be chairman by the General Secretary.

ii. The vice president shall be the vice chairman
iii. Shall see to the academic pursuit of the member of the association.
iv. Shall control all academic programs of the union e.g. tutorial, lessons
etc.

 v. Shall see to the educational edification of the association member such
as industrial exposure, excursion etc and as it may be directed in any
port of this constitution.
vi. Its members shall consist of at least five (5) members including the
chairman and vice chairman and if a representative each from each
level.

F. SPORT COMMITTEE;

i. Shall be chairman by the sport director.

ii. Shall coordinate all the sport activities of the association.
iii. Shall keep all sport materials, records of the association.

G. EDITORIAL COMMITTEE;

i. Shall be chairman by the P.R.O of the association

ii. The committee shall keep records of such release of press,
bulleting ,magazine and information relating to the association
iii. Shall be responsible for anything posted on the notice board
iv. Shall have its editor-in-chief on adoption and recommendation by the
executives of association

v. Shall have its secretary to be the Assistant General Secretary of the

association
vi. The member shall be made up of at least one representative from each
level. And if any other optional courses.
vii. Other member shall be made up of least one representative from each
level.

ARTICLES 9:

SECTION 1: ELIGIBILITY OF ASPIRANT

1. Aspirant must possess minimum G.P OF 2.50 and above.

2. Aspirant must present photocopies of all his/her original receipts also with
admission letter.
3. Aspirant must not have been found guilty of exam malpractice, acts of rape,
cultism, forgery or any criminal offences.

 4. Must have subscribed to the purse of the association before aspiring.
5. Any aspirant that failed to meet up the electoral commission standard shall
stand disqualified.

SECTION 2: ELIGIBILITY OF VOTERS

1. They must be regular member of the association.

2. They must have subscribed to the purse of the association for having right
to vote
3. Voters must come with his/her original association receipt and the
photocopy of the admission letter.

ARTICLES 10:

SECTION 1: DELEGATION AND ZONENING OF OFFICES BETWEEN

LEVELS [HND and ND]

1. The post of the President, General Secretary, Financial Secretary, Auditor

and P.R.O. shall be delegated to the HND students.
2. The post of Vice President, Treasurer, Assistance General Secretary, Social
Director, Librarian shall delegated to the ND students

3. The remaining post ranging from the Welfare Director, Sport Director shall
throw opened for HND and ND student.

ARTICLES 11

SECTION 1: CONGRESS

Sub-section 1: COMPOSITION

The congress shall be define as comprising of students, representative, class

governor and sub-unit executives.

SECTION 2: STATUS

The decision of the congress shall supersede or supreme over any decision
of the association.

SECTION 3: MEETIGS OF THE CONGRESS

 1. The congress must be called at least twice in a session i.e. one in the first
semester and one in second semester.
2. The president in conjunction with the Gen.sec and the chairman of the
representative shall have the power to call for the congress stated by this
constitution
3. The acting president shall preside over the congress in the absence of
president of the association
4. In a case where the matter to be discussed involve the HODs, the president
shall preside.
5. The chairman of the representative shall co-ordinate the congress.
6. Notice of congress shall be display on notice board and any other
platform/channel of the communication.

SECTION 4: EMERGENCY MEETINGS

1. There shall be at least three days notice for an emergency meeting

2. Emergency meeting would be any day of the week.

SECTION 5: STANDING ORDER

1. All motion shall here a proposal and a seconder; no discussion shall be allowed
on any motion until it has been proper propose and seconded.
2. The order of the address shall be as following:
a. Mr. President.
b. Chairman of the representative
c. President for each unit
d. All protocols are duly and accurately observed
3. Debate must be limited to any pending issue
4. A point of order must be held at all time except the time of voting.
5. The president or presiding officer shall recognized those wish to speak in the
following order:
a. Point of order
b. Point of information
c. Point of personal observation.

SECTION 6: VOTING AT THE CONGRESS

1. All representative, class governors and three (3) sub-unit executives

2. Voting shall be show of hands, voice, or by ballot.

ARTICLES 12

SECTION 1: SOURCES OF INCOME

The source of income for the association shall be annul due (internal revenue) and
donation

SECTION 2: POWER AND CONTROL OF FINANCE

1. All revenue generated by the association must be paid into the association
account.
2. No money shall be withdrawn from the association account without the
knowledge of the signatories to the account and other executives.
3. The account of the association shall be registered under OSPOLY
MICROFINANCE BANK

ARTICLES 13:

SECTION 1: MEETING OF THE EXECUTIVES.

1. The executives committee of the association shall meet when necessary

for the effective running of the association.
2. It shall hold ordinary meeting at least once in two weeks.
3. It shall be the duty of the president acting through his General Secretary to
summon meeting of the executive and emergency meeting when the need
for them arises.
4. Two-third of the executive shall convene a meetings of the association
executives if the President refuses to call the meeting after a request for
the purpose signed by six member has been presented to him, any six
executives association may forth with call a meeting.
5. Any officer or group of officer of the association who fails to attend
regular or emergency meetings twice consecutively shall be report to and
made to answer queries from the EXCO and if is found guilty shall be

 made to relinquish his post in the association after seeking the consent of
two third majority of the congress present at the meetings.
6. It shall be mandatory on the General Secretary to take minutes of every
executives meeting and to circulate same to members within five days
after the holding of such meeting.

ARTICLES 14:

SECTION 1: ELECTORIAL COMMISSION

1. The congress shall appoint 6 (six) nominees to form committee.

2. There shall be electoral commission which consisting of two (2) members
from each units.
3. The chief electoral officer who shall be the chairman shall be appointed from
among the electoral officer (which shall be from HND 1) at the same time and
venue

4. The ISEC should be empowered by the HOD to check through the aspirant
result before the Election Day.
5. There shall be penalty for any aspirant that go against the ISEC rules.
6. The constitution should be obtained with the form.
7. There should be proper election between the ISEC committee before selecting
the chairman, financial secretary, general secretary and P.R.O of the ISEC.
8. The chairman of electoral commission has the right to decide for the amount
of form.
9. Proper handing over shall be done after 72hours of the announcement of the
result of the election
10. Shall be functional after the mean election and the charged with the
responsibilities to organized by-election.
11. The electoral commission shall be the authority to announce the result of the
election.
12. The election shall always be in secret ballot system.
13. Shall have the power to reject any aspirant not duly recognized by the unit
president.

 14. The post of the chairman will be from H.N.D and the GEN. SEC from the ND
student
15. The ISEC P.R.O shall announce the lifting of the Bann, which shall be
between two week before the election date.
16. The chairman shall announce or declare the winners of the election results.

SECTION 2: ELECTORAL ACT

1. No members shall be allow to vote without any means of identification

2. The chairman of the electoral shall have the power to fixed the time for
commencement of the election
3. Any aspirant found guilty of any misconduct during election stand disqualified
and his/her vote shall be considered void
4. The electoral committee shall fix a date for manifesto of the contestant after being
thoroughly screened.
5. The date for manifesto shall be a day before the election.
6. There shall no be use of abusive words, mockery, intimidation, or contestant of
any kind during the manifesto process.

NASTES, I will discharge my duties to the best of my ability, faithfully and in
accordance with the constitution of NASTES.

Moreover, I will not allow my personal interest to influence my official conduct

and decision that I will to the best of my ability defend, protect and preserve the
constitution of NASTES. I will do right to all members of people without fear or
favor.
