BINDRA UNIVERSITY OF SCIENCE EDUCATION RED CROSS CLUB

(BUSERCC) CONSTITUTION

1-0 INTRODUCTION

As deduced from the Red Cross Act no. 30 0f 1980 Section 4(e), the movement
should inspire boys and girls of school age with the ideals of the Red Cross namely;
health, service and international friendship. Thus the club’s existence within the
tertiary institution is a fulfilment of the prerequisite of the Act of parliament.

1-2 BACKGROUND

The University is one of the biggest public institutions of higher learning in the
country. Annually, large numbers of students are enrolled at the institution and this
raises the challenges in issues around YSRHR, SGBV and NCDs. Hence the need to
have students who are equipped with basic information on the mentioned areas, who
are always on there to disseminate information to other tertiary students. Also by the
virtue of being capable youths of the day, there is need to make sure we render
humanitarian assistance when need arises, thereby, also ensuring that we build
responsible citizens who are able to restore other people’s lost faith in humanity.

1-3 AIMS

1. To disseminate information on YSRHR, SGBV and NCDs at the institution


through various planned activities
2. To render humanitarian assistance through various programmes.
3. To recruit new members from the different faculties within the university for
the club and ensure the sustainability of the club.
4. To provide First Aid services within the school activities.
5. To participate in National, Regional and International Red Cross programmes
upon request.

The above aims shall have a foundation on the seven fundamental principles of
the Red Cross Society which are:

• Humanity,
• Independence,
• Universalism,
• Impartiality,
• Voluntarism
• Neutrality and
• Unity

1-4 OBJECTIVES

• To facilitate the information dissemination activities


• Facilitate the training of First Aiders within the BUSERCC.
• First Aid trained members shall render First Aid services within the university
community and beyond.

• To bring awareness to the importance of being a BUSERCC club member.


• To participate in different National and International health commemorations.
• To provide requisite assistance when the need arises.
CHAPTER 2: MEMBERSHIP and CLUB LEADERSHIP

2.0 MEMEBERSHIP

 Members must be currently enrolled at the BUSE that is willing students and
staff members.

 Full membership for one is recognised upon paying the annual membership fee
and active participation in the clubs activities (attending meetings being one of
them as it shows some level of commitment.) NB membership fee is subject to
change due to the economic situation

 All members will be recorded in a register and it will be marked upon every
meeting that will be held and too many absents without apologies or proper
reasons might result in none recognition by the club.

2-2 LEADERSHIP POSITIONS
 Leadership positions will only be given to full members of the club.
 There are 6 main positions in terms of leadership and these are; President, Vice
President, Secretary, Vice Secretary, Treasurer and Patron who is chosen upon
nomination.

 A club member is eligible to be in a leadership position given that there are


still left with two semesters or more at the university.

 The position of the Vice-President and Vice-Secretary must be occupied by a


member who is in part 1.1 or 1.2 for continuity reasons. However on the
condition that the participants from that level are incompetent or not
committed enough to perform the duties of the position, the club has to find the
committed personnel regardless of the level.

 If a holder of the above mentioned critical positions misses 3 consecutive


meetings without valuable reasons, automatically the person is no longer part
of the executive and an election of that position can be done to fill in the gap.

 None active executive members can be given a vote of no confidence hence


resulting in removal from office before their tenure ends.

 The club can also opt to have sub-committees in any areas that they deem
necessary, for instance, media and publicity. The members for the
subcommittees are to be recognised full club members.

 No committee and executive members are allowed to miss committee meetings


for no valid reasons. If one misses two consecutive meetings he or she has to
be fined. If he or she did not show up and miss the third meeting, the person is
automatically out of the committee.

 Hence these sub-committees are to be recognised to be part of the club


executive.

2-3ROLES

2-3-0 CHAIRPERSON

The Chairman will be required to dedicate a significant amount of time and may
undertake many tasks during their term of office.

2-3-0-1The main tasks required of a Chairperson are:

• Chair Committee meetings.


• Overseas and co-ordinate club activities and administration.
• Ensure the Committee performs set duties.
• Ensure all tasks necessary for the smooth running of the club are performed
and/or appropriately delegated.

• Plan and co-ordinate the year’s activities following consultation with other
Committee members.

• Be familiar with budgeting.


2-3-1-0 VICE CHAIRPERSON

The Vice Chairperson will be required to act as Chairperson when the President is
either unavailable to carry out his or her duties or has delegated these duties.
Therefore the Vice Chair will be required to dedicate a significant amount of time to
the club and may have to undertake many tasks during their term of office.

2-3-1-1 Tasks that will be carried out by the Vice Chairman include:

• Chair committee meetings as required.


• Assist with oversight and co-ordination of club activities and administration
• Assist with ensuring that all tasks necessary for the smooth running of the club
are performed and/or appropriately delegated.

2-3-2-0 TREASURER

This position requires the skills and diligence to ensure correct and accurate financial
records are maintained and is crucial to the efficient running of “The Club”.

2-3-2-1The Edicts of the Ethical Treasurer

• Do not lend money, under any circumstance, to other Associations or


individuals within “The club”.

• Do not use financial funds as a personal expense account.


• Always provide receipts to those who give the club money, for any reason.
• Always keep the financial records of “The club" up to date.
2-3-2-2 Key responsibilities include:

• A thorough understanding of financial procedures.


• The deposit of all monies received, as soon as possible.
• Preparation of annual budgets.
• Preparing comprehensive financial reports for committee meetings, general
meetings and as requested by the committee.

• Creation and maintenance of financial records throughout the term of office.


• Organisation of Annual Audit of financial records.

2-3-3-0 SECRETARY AND VICE SECRETARY

The role of the Secretary is primarily administrative.

2-3-3-1 Responsibilities may include:

• Prepare and document all meetings.


• Prepare and distribute a Notice of Meetings (including date, time and location)
to committee members.

• Prepare and distribute the Agenda following consultation with other committee
members.

• Check Minutes of the last meeting and ensure all committee members have the
opportunity to read through them prior to their proposed adoption.
• Advertise about the meeting to club members.
• Maintenance of equipment register in the absence of a delegated officer 
Maintenance of the calendar of events.

• Maintenance of an accurate and up to date database of all club members.

2-3-4COMMITTEE MEMBERS

• To be a group of one or more persons meant to perform specific tasks or duties.

• The committee shall be recognised as part of the club executive.


• They shall assist the club executive in terms of planning, coordinating,
organising and implementation of proposed projects or activities.

• They shall be actively involved in the administration and management of the


club.

• In the event that the chairperson or club executive is absent during a meeting,
the committee members can take up the role of chairperson.

CHAPTER 3: CLUB ACTIVITIES


3.1 MEETINGS
 Club meetings shall include all club members
 Committee meetings shall be mainly for leadership and the leadership shall
abide with the chapter 2-2 bullet point 8 of this constitution
 Meetings shall be secretariat office’s responsibility.
3.2 ELECTIONS
 Elections are to be done on a yearly basis.
 The positions of Secretary and President are to be obtained by those who
have been in the committee before as these are the backbone of the club hence
it is important to have knowledgeable people on these positions.

 Nominations are to be given by full members and secret ballot system


has to be used.

 In case of a tie, the patron has to cast his or her vote to make sure that
there is a winner.

 Only recognised full members are allowed to vote, meaning, the clubs
activity attendance register will be used and the membership card which gives
an individual recognition by the National Society.

 A youth officer has to be present during the election process to ensure


transparency of the voting system, unless if an apology for their absence is
issued and go ahead is given. Only then you can continue with the election.

3-3 PROJECTS

 All club activities or projects have to be youth-led that is the club members
should be solely responsible for planning, organising and implementation.
 The club executive and Patron will ensure the presence of the club’s first aiders
at occasions such as sporting events in which the BUSE students will be
participating.

 Awareness campaigns, the BUSERC club shall conduct awareness campaigns


within the community and the school elaborating on issues health related.

3-4 FINANCING

 Club members are mandated to pay their subscriptions on a monthly or


semester basis so as to help finance activities, the amount to be paid is to be
agreed upon by the members.

 The club will organise fundraising activities that will help to sustain the club
financially.

3-5 MONITORING AND EVALUATION

 As a monitoring and evaluation procedure the following shall be done;


 Document meetings with the club secretariat and Clubs Coordinator’s office.

 Monthly reports on activities and projects should be submitted to the Patron,


Clubs Coordinator and the Provincial Chairperson.

 Before submission of request letters the Clubs Coordinator and the Patron
should be informed and can assist in making corrections or editing.

 Semester and yearly reports should be submitted to the Patron, Clubs


Coordinator and Provincial office.
CHAPTER 4: GUIDING PRINCIPLE

4-1 HUMANITY

 The club must uphold the principle of humanity without neglecting the other
fundamental principles of the Red Cross.

 This can be done through organising humanitarian activities or projects that


can be deduced from sessions of brainstorming by club members.

 The club members should work closely with the community and society at
large to advance this principle.

 Therefore most humanitarian activities can be extended to the society and even
other relevant organisations can participate together with the club.
