Obituary Reference
SPEAKER (Ms. AYUSHI RAWAT- 01)- Hon’ble Members
It is with great sadness that I share the news of the passing of Shri Shibu Soren, Former Chief Minister of
Jharkhand and a respected Leader of our country. On behalf of this house, I offer our deepest condolences
to his family, friends and people of Jharkhand.

SPEAKER (Ms. AYUSHI RAWAT- 01)- Now the house may stand in silence for a while and express their
heartfelt condolence to the bereaved family and pray for the peace of the departed soul.

Hon’ble Speaker Madam, it is with a heavy heart that I rise in this house to convey our deepest condolences
passing of SHRI SHIBU SOREN, one of the most prominent political figures of Jharkhand.

Shri Soren's journey in public life stands as a testament to perseverance, courage and an unwavering
commitment to justice. As a multiple-term Member of Parliament and chief minister, he brought focus to
the issues of rural development, education and the preservation of cultural identity.
Beyond politics, Shri Soren was the figure of resilience- a leader who understood the common citizen
because he came from among them.

On behalf of this house, the government and the people of our nation, I extend heartfelt sympathy to his
family, his well-wishers and the people of Jharkhand.

I rise with profound sorrow and deep humility to pay tribute to a towering figure in our democratic fabric -
Shri Shibu Soren, revered as 'Dishom Guru'.

Shri Soren's life was entwined with the destiny of Jharkhand. From his early battles against exploitation,
driven by the tragic loss of his father, to forming the Jharkhand Mukti Morcha in 1972, his journey traversed
the rugged path from resistance to statehood. His pivotal role as a relentless crusader for tribal rights and as
coalition architect in the formation of Jharkhand in the year 2000 cemented his place in our nation's history.

He was elected to the Lok Sabha eight times and was a sitting member of the Rajya Sabha at the time of his
passing in 2025. His tenure as Chief Minister of Jharkhand, though often brief due to political volatility,
reflected his enduring commitment to governance and justice.

On this solemn day, we recall his unwearyingly spirit of resistance, which inspired generations and his
capacity to unite across communities for a shared cause.
Let there be no doubt, Hon’ble Speaker Madam, his legacy endures. His passing leaves an irreplaceable void,
yet with his ideas, his struggles, and the dignified justice, he remains with us.

On behalf of the opposition, I extend my deepest condolences to his family, especially Chief Minister
Hemant Soren, and the people of Jharkhand.

(Ms. DHRUVIKA KANOJIA-35) -Hon’ble speaker madam through you, I would like to ask my question to the
Hon’ble Minister of Law & Justice, Government of India. In our country, the government often speaks about
the senior citizens security and welfare but I would to ask government that is there any national policy on
senior citizens which actually address their needs? Still there are large no. of cases being seen that senior
citizens are being maltreated by the youth and their family members.
What more can be done to safeguard them against abuse and isolation?
Hon’ble madam I would like to hon’ble minister that what steps are being taken for their protection and
welfare?

Answer: Law and Justice Minister (PANKTI C. RAJPUT- 08)
Hon’ble Speaker Madam, I am glad to see that the opposition is at least serious about our senior citizens, but
Madam gives priority to "Matru devu bhav" and "Pitru devu bhav"
Through you, I would like to inform the House that our government has introduced a large number of
schemes and programs for the welfare and protection of senior citizens. Some of the key initiatives include:
The Maintenance and Welfare of Parents and Senior Citizens Act, 2007 – This Act enables parents and senior
citizens to legally claim maintenance from their children, ensuring that their basic needs are met.
Pension Yojana – Under this scheme, senior citizens receive a fixed monthly pension to support their day-to-
day expenses, thereby providing economic security.
Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) – In 2024, the government launched this
health scheme to provide free medical treatment worth ₹5 lakh to senior citizens. This initiative ensures
access to quality healthcare for elderly citizens. As of now, over 6 crore senior citizens are benefiting from
this scheme.
I would like to assure the House that our government is working with full dedication and energy to fulfil all
the needs of our senior citizens.
(Q-102) Finance minister
SPEAKER (Ms. AYUSHI RAWAT- 01)- Question 102 (Miss DHWANI-40) pleased to state:
Hon’ble Speaker Madam, with your kind permission, I would like to ask the Hon’ble Finance Minister about
the recent trends in bank loan and deposit growth. Could the Minister kindly elaborate on the current
macroeconomic indicators related to credit expansion and deposit mobilisation, and whether there are any
emerging concerns in this case?
Speaker: (Ms. AYUSHI RAWAT- 01) Will the Minister of Finance be pleased to state:
ANSWER: (Master AAMOGH JADHAV- 15) Hon’ble Speaker Madam, through you, I wish to address the
Hon’ble Member’s very pertinent question. As per the latest data from the Reserve Bank of India, the Indian
banking sector continues to show strong credit growth, currently hovering at around 14.5% year-on-year as
of June 2025. This growth has been largely fueled by higher credit demand in the housing, MSME, and
infrastructure segments, reflecting the resilience and expanding appetite of the Indian economy.
On the other hand, deposit growth, while healthy, has been relatively moderate at approximately 11.2% year-
on-year. This slight disparity is being closely monitored. Several steps are being taken to boost deposit
mobilization, including interest rate adjustments, deepening of financial inclusion efforts, and digital banking
campaigns to improve ease of access, especially in semi-urban and rural areas.

We are also mindful of the potential liquidity stress that may arise from this divergence. The RBI is actively
engaging with banks to maintain adequate liquidity buffers and ensure credit discipline. Let me assure this
House that the financial system remains stable, well-capitalised and prepared to meet the evolving credit
and savings needs of our citizens.

SPEAKER (Ms. AYUSHI RAWAT- 01)- Now, Question from (PUSHTI PATHAK-36) pleased to state:
(PUSHTI PATHAK- 36) Hon’ble Speaker Madam, Will the Minister of External be pleased to state: The nation
needs answers! How does the government justify its approach to navigating relationships with the United
States and Russia, given the rapidly evolving geopolitical landscape, and what are the implications for India's
national interests?

Also I would like to share my thoughts to the house,

माननीय महोदया, कभी-कभी तो मुझे ये लगता है या तो सत्ता में कोई दं गा है या पार्टी में कोई अपना है , क्योंकक राजनीतत
में सच्चाई और तनष्ठा अब ढूँ ढने से भी नह ं ममलती हैं। नेताओं की बातों और काम में फकक, ये तो हम अपनी आँखों से दे ख
ह सकते हैं। किलहाल हमें हमािे सवालों के जवाब सच्चाई से ममल जाएूँ वही बहुत है।

माननीय अध्यक्ष महोदया मेरे साथी भमत्र ने एक महत्िपूणण सिाल पूछा है लेफकन सिाल से पहले उन्होंने जो अपनी
व्यक्ततगत और परानी सोच दशाणई है , िह थोड़ी तनराशाजनक रही है।

आप कहते हैं कक 'सत्ता में कोई दं गा है या पार्टी में कोई अपना है ...' और 'सच्चाई और तनष्ठा ढूँ ढने से नह ं ममलती।' मैं
आपको बताना चाहँगी कक हमार सरकार 'दं गों' की नह ं, बल्कक डिप्लोमेसी की राजनीतत करती है। और, हम तनष्ठा ढूँ ढने
नहीं है बल्कक उसे सात्रबत किते हैं।

"Now, on our relationships with the US and Russia, the answer is simple: strategic autonomy, driven by
India's national interest.

My colleague sees, in fact, the whole opposition sees the world in black and white, but we, our government,
see a multi-polar world. We have a robust partnership with the United States for our economic and defence
growth, while maintaining our historic and strategic relationship with Russia for our energy and security
needs.

Hon’ble Speaker Madam, This is not a confused policy; it is a mature and balanced approach. We are not a
pawn in anyone's game. We are a key player, and the whole world is finally recognising that.

So, to my colleague, I would like to say that: हमारी नीति में बािों और काम में फकक नहीीं है। बाि 'राष्ट्रहहि' की होिी
है, और काम भी उसी के लिए होिा है।"

(PUSHTI PATHAK-36)“ Hon’ble Speaker Madam Will the government's foreign policy priorities the proposal
of Viksit Bharat @2047 to global prominence, or will bureaucratic inertia hold it back? स्वदे शी चीजों की
उपयततता कम-सी िगिी है, क्या ये स्वदे शी और आत्मतनभकरिा के नारे लसफक चचकिाने िक ही सीलमि हैं? क्या भारि
सच में आत्मतनभकरिा की ओर बढ़ रहा है? so i would like to conclude my question, How will Atmnirbhar Bharat's
vision be more than just a slogan, and what concrete actions will make it shine on the world stage?"

ANSWER:- External Minister (BHAVYA BAROT- 5) Hon’ble Speaker Madam, "My colleague's question
reveals a fundamental misunderstanding of m9 iodern India. They ask if we'll be held back by 'bureaucratic
inertia' and if 'आत्मतनभणर Bharat' is just a slogan.

I’m sorry, but we aren't living in the past. The 'bureaucratic inertia' they speak of has been systematically
dismantled by this government. We have replaced sluggishness with speed and indecision with decisive
action. And 'Atmanirbhar Bharat' just a slogan? I invite them to look at the facts:

* Our defense exports have grown exponentially, turning us from a buyer to a global supplier.

* Our manufacturing sector is now a key part of global supply chains.

* Our digital infrastructure is a model for the world.

Our foreign policy isn't about mere diplomacy; it's about making India a global leader. We are not just
dreaming of a 'Viksit Bharat'—we are building it, brick by brick, on the world stage.

So, to my colleague, I say: Stop looking for excuses from the past and start recognizing the progress of the
present. The results are undeniable."

minister of healthcare by the government of India. Millions still fear that a single illness could wipe out their
saving. How does Ayushman Bharat play a transformative role in making health care affordable and accessible
for the weaker section of society, by offering financial protection, quality treatment and better healthcare
infrastructure even in remote areas?

SPEAKER (Ms. AYUSHI RAWAT - 01)- Minister of Health, answer pleased to state:

Answer Minister of Health (YASHRAJ SUTHAR-13) Hon’ble Speaker Madam, through you, I would like to tell
the house that Ayushman Bharat transforms healthcare for the poor with rupees 5 lakh coverage, I repeat
rupees 5 lakh coverage per family per year, over 1 lakh health and wellness centres offering free tests,
medicines, and teleconsultations. over 30 crore Indians have benefitted so far. recent upgrades include digital
e-card, AI-based fraud detection and expanded empanelled hospitals. focused rural outreach uses mobile
clinics, awareness drives and telemedicine apps. Hon’ble Speaker, Madam, I would also like to share that
government investment strengthens infrastructure and public-private partnerships. By bridging urban-rural
gaps, we ensure quality, affordable, tech-enabled care for a healthier and inclusive India.

often hear grand speeches about it — a connected, modern, tech-driven nation. But I raise my concern, is
this truly a transformation — or just privilege rebranded as progress?
Digital India was meant to uplift every student and every classroom. But instead, it’s widening the gap.
When vision lacks ground reality, it collapses — just like the digital dreams in our classrooms.
We speak of coding, AI, and smart classrooms…
But how do we teach coding where there are no computers? And, how do we digitise schools that do not
even have electricity?
Teachers aren't trained, infrastructure is broken, and access to resources remains deeply unequal.
While private institutions thrive with online tools and AI-driven learning, government schools in rural areas
struggle to get a single working computer.
Now, let me speak not from sentiments — but from the evidence.
The latest data:
Over 60% of rural schools still do not have functional internet.
More than 40% of Indian schools have no access to computers. Only 6.1% of schools nationwide have a
digital library.

And in states like Madhya Pradesh, this drops to a shocking 0.9%.


A large number of teachers are digitally undertrained, widening the gap between infrastructure and
implementation.
Honourable Speaker, Sir/Ma’am, through you, I ask the education minister.
How can we speak of a “Digital India” when the basic infrastructure hasn’t reached the average Indian
classroom? And, what concrete action is being taken to ensure that this digitalisation does not become a
permanent learning gap?
Because a promise without action is fiction, and students are paying the price.

Answer: Education Minister (HIMI JAIN-11) Hon’ble Speaker Sir, I thank the Hon’ble Member for raising
these important concerns — they reflect genuine concern for educational equity, and I wish to respond to
each point with clarity, evidence, and the government's unwavering commitment to the vision of Digital
India.
Sir, at first, I want everyone to know that Digital India is not a slogan — it is a national mission. It is about
democratizing access to technology, not just modernising elite campuses. We are not just connecting cities,
but classrooms — from metros to the most remote villages. Transformation is underway and can’t happen
overnight. It takes time, and we are building it inclusively, from the ground up.
On the contrary, Digital India in Education aims to bridge the digital divide. Let me give an example:
The PM eVIDYA initiative, launched under the Atmanirbhar Bharat Abhiyan, has brought multi-platform
learning — including TV (12 SWAYAM Prabha channels), radio, community radio, and online content — to
ensure no child is left behind, even without internet access.
As the opposition has raised the agenda about the gaps widening in classrooms, as a responsible
government, we have acknowledged this gap and are addressing it through:
ICT Schools Scheme: Over 1.5 lakh schools have been equipped with ICT labs so far.
Samagra Shiksha Abhiyan: More than ₹10,000 crore have been allocated over five years for digital
infrastructure.
Budget 2025–26: A special provision of ₹3,200 crore has been earmarked for upgrading digital access in rural
and tribal schools.
Next, digitalizing schools with no electricity. We agree — electricity is foundational and hereby proudly say
that, under Pradhan Mantri Sahaj Bijli Har Ghar Yojana projects, over 97% of schools now have basic power
supply, and solar panels are being deployed in remote areas.
In aspirational districts, solar-enabled smart classrooms are being piloted, and will be scaled up by 2027.
We are a government of actions, not just words. The opposition has highlighted the fact on untrained
teachers and broken infrastructure. We all agree with the fact that our government is turning dreams to
reality.
Over 57 lakh teachers have been trained through DIKSHA, the national digital platform for school education.
NISHTHA (National Initiative for School Heads and Teachers' Holistic Advancement) has trained teachers in
blended, digital-first pedagogy.
₹780 crore was allocated last year alone for teacher tech upskilling.
Hon’ble Sir, the respected minister spoke about the latest data collected from UDISE. We are working day
and night, taking steps like:
Functional internet in rural schools has risen from 11% in 2018 to nearly 39% in 2024, and is expected to
cross 60% by 2026, through BharatNet Phase II and PM-WANI WiFi hotspots.
Over 6.5 lakh tablets have been distributed under Digital Infrastructure Grants to schools across NE states
and rural belts.
Hon’ble Speaker Sir, A bold vision must meet the ground — and we assure the House that this government
is committed to ensuring that Digital India reaches every child, every teacher, and every village. The road is
long, but the direction is clear — and we are walking it with urgency, equity, and firmness.

and educational benefits to the martyrs' families. Our government is committed to the soldiers even after
service. We provide pensions, healthcare under the ECHS (Ex-Serviceman Contributory Health Scheme)
scheme and even provide scholarships to the martyrs' children under the Raksha Mantri Ex-Servicemen
Welfare Fund. They also took advantage of schemes and funds like Bharat ke Veer, PMSS (Prime Minister’s
Scholarship Scheme), etc. Moreover, we also provide them special housing plans and some government
jobs are also assigned for them. Our government gives priority to women, children and the elderly under
the Ministry's standard humanitarian protocol. The Central government is working with the State
government so that the families of martyrs can live without any problem and with dignity.

Answer: Defence Minister (ANSHIKA JYOTISHI-16) Hon’ble speaker Sir, I would like to tell you that, in
Operation Sindoor, the Indian Navy and Air Force worked together to rescue Indian people who were stuck
in Papua New Guinea. The Navy sent big ships with doctors, food, water, medicines and rescue teams.
These ships picked up people from the islands and coastal areas where roads were broken or there was no
other way to travel. The air force helped by sending aeroplanes and helicopters to reach people who were
stuck in hilly areas, forests or places where ships could not reach. The helicopter was very useful because it
could land in small places to rescue people.

The biggest problems were the rough weather, heavy rains and hilly areas and the forest. To handle this
Navy and the Air Force use modern maps, weather radars and GPS systems to find the best and safest routes.
Pilots and ship captains were very careful and kept talking to each other and to local teams on the ground.
They also stayed in touch with the local government and the local rescue workers so that they could help
more people in less time. So, by fighting nature's problems and working with courage, the Navy and the Air
Force made Operation Sindoor successful.

Speaker Sir, to ensure the safety of the Navy and Air Force personnel during operation Sindoor, the
government made sure that all teams had special training for rescue missions in tough weather and rough
areas. Extra safety equipment, modern navigation tools and medical supplies were also given to all ships and
aircraft. Emergency backup plans were prepared in advance so that if any route was blocked or the weather
got worse, the teams could quickly change their plans. Regular communication and updates helped protect
the lives of our brave soldiers and made the mission safe and successful

on three key areas:
Strengthening Our Laws: We are drafting a comprehensive data protection bill to give citizens strong rights
over their private information and to hold digital platforms accountable for any misuse.

IT MINISTER (Riyaba Jadeja-09):- Hon’ble Speaker madam, the Government is deeply concerned about the
rising incidents of cyberbullying among young users and recognises its potentially damaging impact on
mental health, emotional well-being, and academic performance. To address this issue, multiple initiatives
have been undertaken:
1. Cyber Crime Prevention against Women and Children (CCPWC) Initiative– Under this program, a dedicated
national helpline number and an online reporting portal have been set up, allowing children to report
cyberbullying incidents anonymously and without fear of retaliation.
2. Legal Framework & Enforcement – Offences of cyberbullying are being dealt with firmly under relevant
provisions of the Indian Penal Code (IPC) and the Protection of Children from Sexual Offences (POCSO) Act,
wherever applicable. Law enforcement agencies have been instructed to handle such cases with sensitivity
and urgency.
3. Collaboration with Technology Platforms – The Government is actively engaging with social media
companies and online service providers to strengthen content monitoring systems, improve reporting
mechanisms, and ensure quick removal of offensive content.
Sir, the Government is committed to creating a safe digital environment where our youth can learn, interact,
and express themselves without fear of harassment or abuse.

The government claims to protect your privacy through the Digital Personal Data Protection Act, 2023 — but
let’s not be fooled. Behind the promises of “transparency” and “user consent” lies a system designed to
control, not empower. The so-called “independent” Data Protection Board lacks true autonomy. Penalties for
data breaches are meaningless if powerful entities are not punished. And what about surveillance? There's
no real oversight — just vague claims of legality. This isn’t data protection. It’s state overreach disguised as
reform.
We demand stronger, citizen-centric laws, true accountability, and an end to unchecked surveillance. Privacy
is your right — not the governments to grant or take away.
PRIME MINISTER(Avani Sharma-4):- Hon’ble Speaker, madam, I have carefully listened to the views of the
Hon’ble members. The Government is fully aware of the dangers of social media misuse and internet threats.
We are in close consultation with cyber experts and states to prepare a multi-level action plan. The IT ministry
is already working on strict laws, awareness campaigns to stop fake news, cyber fraud and online crimes.
I assure this house that no stone will be left unturned in safeguarding our citizens and youth from these

Finance Minister (AMOGH H. JADHAV- 15)- Speaker Madam, I beg to move:

"That the Constitution Amendment Bill for India's new Income Tax bill 2025." The bill for consideration and
passing up the consideration of the House will take place. India's new Income Tax Bill 2025 aims to simplify
the tax framework by eliminating outdated provisions, refining tax laws, and introducing structural reforms
such as a unified tax year. The bill, currently under various stages of review, is expected to bring in a more
efficient and transparent tax regime, benefiting both individuals and businesses.
We discuss the proposed revisions to the country's income tax law.
A parliamentary panel in India has submitted its report on the draft Income Tax Bill, 2025, proposing 285
recommendations to modernise and simplify the country's tax laws. A Lok Sabha Select Committee,
constituted to examine the Income Tax Bill-2025, has unanimously adopted the report on July 16, 2025. The
central government will table the 3,709-page draft law in Parliament on July 21, 2025, marking the start of
the monsoon session.
As per media reports published on July 16, the central government will now examine the recommendations
submitted by the parliamentary committee. If any changes are deemed necessary, the revised draft will be
presented to the Cabinet for approval before it is reintroduced in Parliament for further debate and
passage. India intends to implement the new tax legislation from April 1, 2026, replacing the Income Tax
Act of 1961, which has governed India's direct tax system since its enforcement on April 1, 1962. The
existing law has undergone 65 amendments and more than 4,000 individual changes, leading to a
complicated and disjointed legal framework. The new Income Tax Bill seeks to streamline these provisions
into a unified and modern tax code, better aligned with current economic conditions and technological
developments.
The earlier draft was withdrawn to avoid confusion and ensure that the legislation conveys the correct
meaning.
While the existing Income Tax Act, 1961, consists of 52 chapters spread across 823 pages, the new bill
consolidates the content into 23 chapters and 16 schedules over 622 pages.
Fixes have been introduced after the select committee review.

2025. While the government claims that this bill aims to modernise and streamline our taxation system, I
stand here to say that it is neither fair, nor progressive, nor beneficial to the majority of our citizens—
especially the youth and the working class.

Let us first examine what this bill proposes. It introduces new tax slabs, removes several exemptions, and
implements stricter penalties for non-compliance. On paper, these reforms may seem like steps toward
efficiency. But in reality, they burden the middle class, ignore small businesses, and offer disproportionate
benefits to high-income earners and large corporations.
The youth of our nation—the entrepreneurs, students, and fresh graduates—are not looking for more taxes.
They are looking for jobs, support, and opportunities. Yet, this bill offers them none of that. It increases their
financial burden without increasing their economic prospects.
The government says this is about widening the tax base. I ask: Why not start by enforcing stricter tax
collection from corporations and ultra-rich individuals who evade taxes legally? Why not simplify the system
without punishing the average citizen?
Furthermore, this bill was drafted without adequate public consultation. It lacks transparency. It lacks
accountability. And most importantly, it lacks vision.
The Opposition firmly believes in tax reforms, but reforms must be just, inclusive, and forward-looking. We
propose a re-evaluation of tax slabs, better compliance technology, increased tax on luxury goods, and
protection of essential exemptions for education, health, and housing.
In conclusion, Hon’ble Speaker, the Income Tax Bill 2025 is not a reform—it is a regression. On behalf of the
Opposition, and in solidarity with the youth and the working people of this country, I reject this bill in its
current form and urge the House to reconsider.
