SHRI IQBAL AHMAD SARDAGI was a Member of the 13th and 14th Lok
Sabha representing the Gulbarga Parliamentary Constituency of Karnataka. Shri
Sardagi served as a member of the Committee on Railways, Committee on
Privileges, Committee on Estimates and Committee on Home Affairs. Shri Iqbal
Ahmad Sardagi passed away on 21st May 2024 in Kalburgi, Karnataka at the age
of 79 years.
Prime Minister: (Kanav Goel): Sir, I rise to pay tribute to Shri Iqbal Ahmad
Sardagi and Squadron Leader (Retired) Kamal Chaudhry, two respected former
Members of Parliament. Shri Sardagi served the people of Gulbarga with
dedication, contributing meaningfully to several key committees. Squadron Leader
Chaudhry, a decorated Air Force officer and experienced parliamentarian from
Hoshiarpur, brought great insight to his role, especially as Chairperson of the
Defence and Public Undertakings Committees. On behalf of the Government and
this House, I offer heartfelt condolences to their families.

our fellow MPs in the House who are from agricultural and rural background,
belong to socio-economically backward class, OBC communities, and who have
been given a berth in the Council of Ministers in large numbers, and everybody
would have honored them by thumping the benches. But perhaps some people
cannot digest that more Dalits, women, OBC, farmers’ sons have become ministers
and they do not allow their introduction. Therefore, Hon’ble Speaker, the newly
appointed members of the cabinet should be considered as introduced in the Lok
Sabha.

(a) the steps and initiatives taken by the Government to promote self-reliance in the
Global South, especially in mitigating economic vulnerabilities;
Speaker Sir, in response to questions (a) and (b), India’s development assistance
aims to support the needs and aspirations of partner countries, contributing to their
overall economic development. The Government promotes self-reliance among
Global South nations by enhancing connectivity and economic linkages.
(a) whether the Government envision initiatives like digital delivery, promoting
green growth, and ensuring affordable health access that specifically benefit the
Global South for its international partnerships in this context and if so, the details
thereof and the role envisioned by the Government of India in this regard; and
(b) whether the Government plan to balance its commitment to the Global South
with the growing stress on the international economy and global society and if so,
the details thereof;
Minister for External Affairs : (Mr. Atharva Keswani) Speaker sir, answering
for questions, let me clarify
((a) The Government is advancing initiatives like digital delivery, green growth,
and affordable healthcare to support the Global South. Through the ITEC
programme, digital capacity-building courses are offered to partner countries. India
is also promoting Digital Public Infrastructure such as UPI, Unique ID, and
DigiLocker to improve public service delivery.

(a) the total number of schools closed under merger in each State especially in
Odisha; and
(b) whether the children from such schools are admitted in other schools and the
measures that were taken by the Government so that affected children continue
their education?
(b) : The Right of Children to Free and Compulsory Education (RTE) Act, 2009
provides children’s access to elementary schools within the defined area or limits
of the neighborhood. In pursuance of Section 6 of the RTE Act, all States have
notified area or limits of their neighborhood norms. In addition, Section 8 of the
RTE Act, 2009 also mandates that the appropriate government shall provide free
and compulsory elementary education to every child and will ensure availability of
neighborhood schools. Under the Centrally Sponsored Scheme of Samagra
Shiksha, States are supported for ensuring access of all children affected due to
consolidation/rationalization of schools to a fully functional neighborhood school
and to consolidate the resources to improve quality of education and to ensure
retention. Transport/escort facilities for these children are also supported.
(a)the time by when the Indian Council of Social Science Research institutes
are likely to be accorded Seventh Pay Commission benefits and the expected
annual budgetary burden; and
(b)whether the ICSSR is using its power to grant approval of posts, recruitment
and clearances to the autonomy of this institution in Uttar Pradesh and if so,
the details thereof?
ICSSR does not intervene in the autonomy of the Research Institutes funded by it.

Member: (Avni) Hon’ble Speaker, the severe air pollution crisis in Delhi has
reached alarming levels, making it one of the worst globally. The adverse effects
on public health, education, and the rapid climate changes due to increased fossil
fuel emissions are deeply concerning. Despite the Air (Prevention and Control of
Pollution) Act of 1981 and its subsequent amendments, enforcement remains weak,
and pollution continues to rise. Notably, on November 7, 2023, air pollution levels
in Delhi-NCR surged dramatically due to stubble burning in neighboring states. In
light of these pressing issues, will the Hon’ble Minister of Environment, Forests,
and Climate Change please inform us:
2. Will the ministry consider revising the existing regulations or introducing new
measures to ensure better enforcement and tangible results?
Hon’ble Speaker,
The Ministry is deeply committed to addressing Delhi's severe air pollution crisis
through a combination of immediate and long-term strategies. We are strictly
enforcing the Graded Response Action Plan (GRAP), promoting electric vehicles
(EVs), and enhancing real-time air quality monitoring. Under the National Clean
Air Program (NCAP), we aim to reduce particulate matter levels by 40% by 2026,
with comprehensive plans for 131 non-attainment cities, including Delhi. AI-based
monitoring tools with IIT Kanpur to improve tracking and enforcement.
Collaborations with institutions like IIT Kanpur, supported by the Clean Air Fund,
are enabling innovative solutions to identify and mitigate pollution sources.
Additionally, the nationwide rollout of BS-VI fuel standards is expected to
significantly reduce vehicular emissions. We are continuously revising existing
regulations to ensure stricter enforcement and exploring new legislative measures
to address challenges such as stubble burning through sustainable agricultural
practices. These steps demonstrate our commitment to protecting the environment
and ensuring sustainable development for future generations.

to state:
(a) whether the Government proposes ‘One Nation-One Ombudsman’ with one
portal, one email and one address for the customers to lodge their complaints;
(b) the other remedial steps being taken by the Government for safety and security
of retail investors?
(a) The Reserve Bank - Integrated Ombudsman Scheme, 2021 was launched on
November 12, 2021. The Scheme integrates the erstwhile three Ombudsman
schemes of RBI into one scheme. The Scheme adopts the ‘One Nation One
Ombudsman’ approach by making the RBI Ombudsman mechanism jurisdiction
neutral. It will no longer be necessary for the complainant to identify a scheme,
under which she/he would file a complaint with the Ombudsman. Scheme will
provide cost-free redress of customer complaints involving deficiency in service
rendered by regulated entities.
(b): To protect the interests of retail investors, SEBI has taken following recent
steps which inter-alia include:- (i) SEBI has put in place a system of Online
Dispute Resolution to streamline process of resolution of investor grievance; (ii)
SEBI has instituted a mechanism for the Stock Brokers/Clearing Members to
upstream and lien all the clients’ clear credit balances to the clearing corporations
of the stock exchanges daily after market closes, on End of Day basis. Such
up-streaming provides for a robust safe-guard against any mis-utilization of client
funds by market intermediaries. (iii) SEBI introduced a centralized mechanism for
reporting and verification in case of the demise of an investor for ease of transfer
of securities to the nominees.

पर्यटन मंत्रालय ने इन चिंताओं को दरू करने के लिए कई उपाय किए हैं। इन पहलों में

Member: Ms. (Suhani Advani) Madam speaker, The misuse of social media by
influencers posing a threat to national security. A vlogger from Haryana was
recently arrested for leaking sensitive information under the Official Secrets Act
and the Bharatiya Nyaya Sanhita.This highlights a serious gap in digital security, as
platforms like instagram are being used for espionage, radicalisation, and
influencing viewers in the wrong way. Will the minister of Information and
Broadcasting be pleased to state what steps the ministry is willing to take in order
to curb influencer-driven propaganda and prevent future information leaks?
Madam Speaker, the concern raised by the Hon’ble Member is both serious and
timely. The misuse of social media platforms by certain influencers for leaking
sensitive information or spreading misleading narratives is a growing threat to
national security. In response, the Ministry, in coordination with the Ministry of
Home Affairs and the Ministry of Electronics and IT, is strengthening digital
surveillance and ensuring swift action against such individuals under relevant laws
including the Official Secrets Act and the Bharatiya Nyaya Sanhita.
We are also working closely with social media platforms to ensure compliance
with the IT Rules, 2021, and making them more accountable for harmful content.
A regulatory framework is being discussed to mandate proper identification and
registration of high-reach influencers. Furthermore, nationwide awareness
campaigns are being launched to educate citizens on digital safety and
misinformation.
Let me assure this House that the Government is fully committed to safeguarding
national security and will take all necessary steps to prevent the misuse of digital
platforms.
Member: (Sarisha): Madam Speaker, given the allocations and priorities in the
Interim Budget 2024-25, could the Ministry of Rural Development explain why
there are still significant problems in developing employment and infrastructure in
rural areas? Despite increased budget allocations, many rural areas continue to
struggle. What concrete measures are being taken to ensure that the allocated funds
lead to tangible improvements on the ground, especially with regard to the Pradhan
Mantri Gram Sadak Yojana (PMGSY) and MGNREGA, and how does the
Ministry plan to address the gaps in the implementation and monitoring of these
programs to ensure that they achieve the intended objectives?
Honourable Madam Speaker, In the Interim Budget 2025-26, ₹1.35 lakh crore has
been allocated to the Ministry of Rural Development, marking a 12% increase over
the previous year. ₹40,000 crore has been allocated for Pradhan Mantri Gram
Sadak Yojana (PMGSY) and ₹65,000 crore for Mahatma Gandhi National Rural
Employment Guarantee Scheme (MGNREGA). Still, challenges such as high
unemployment and inadequate infrastructure persist in some rural areas To address
this problem, the Ministry has taken several concrete steps. These include better
monitoring mechanisms, effective disbursal of funds through Direct Benefit
Transfer (DBT) and capacity building of Gram Panchayats. Under PMGSY, we
aim to build 12,000 kilometers of new roads, which will help connect remote areas.
Under MGNREGA, we aim to employ more than 62 lakh households. These
efforts will ensure that the allocated funds are used correctly and effectively and
improvements are visible on the ground.
2. What new directives does the ministry plan to introduce to prevent such
occurrences in the future?
Madam Speaker,
What concrete steps is the Minister for Road Transport and Highways taking to
upgrade the infrastructure and technology at these toll plazas to eliminate scanner
malfunctions and network connectivity issues that lead to erroneous deductions
from users' accounts? The current situation is intolerable and demands immediate
action!?
Minister of Youth affairs and sports :(Ahana Chawla)- Speaker Madam, The
Ministry of Youth Affairs and Sports has taken a comprehensive approach to
promote mental health and well-being among youth. The Ministry has allocated
₹165 crore towards mental health initiatives under the National Youth Policy and
Rashtriya Kishor Swasthya Karyakram (RKSK). 200 mental health support centers
have been established across colleges nationwide. We have also established school
and college mental health programs, youth counseling services, and awareness
campaigns to reduce stigma and encourage help-seeking behavior. Additionally, we
have collaborated with NGOs and provided training and capacity building for
mental health professionals, teachers, and youth workers. We are committed to
ensuring the mental health and well-being of our young people and empowering
them to reach their full potential.
Member(Banne K Singh): Madam speaker, During the heavy monsoon rains, our
cities are plagued by severe waterlogging and flooding, which in turn contaminates
drinking water sources. This negligence has caused outbreaks of waterborne
diseases, severely compromising access to safe water and sanitation. According to
recent reports, over 70% of urban areas experienced water logging in the last
monsoon, leading to a 30% increase in cases of cholera and other waterborne
diseases. In the past year alone, nearly 1.5 million people have been affected by
these floods, with thousands hospitalized due to contaminated water.
Will the Minister for Drinking Water and Sanitation be pleased to state what
concrete initiatives the ministry has taken to address these challenges caused by
floods? It is high time the ministry stopped paying lip service and started
implementing real, effective solutions to this recurring crisis.
I stand before you to outline our ministry's dedicated efforts in tackling the
challenges posed by floods, particularly in ensuring safe drinking water and
sanitation. The Jal Jeevan Mission is a cornerstone of our strategy, focusing on the
sustainability of water sources, rainwater harvesting, and greywater
management—essential during flood events. The Jal Jeevan Mission remains our
cornerstone strategy, with a revised allocation of ₹1.55 lakh crore for 2025–26.
Emergency water kits have been deployed in 154 flood-prone districts, and recent
efforts have led to a 45% reduction in cholera outbreaks compared to the previous
year. Additionally, we are implementing vector control programs to prevent
waterborne diseases which are prevalent during such crises. These programs
include regular fumigation, distribution of insecticide-treated bed nets, and
community awareness campaigns. In conclusion, the safety and well-being of our
citizens remain our utmost priority. We will continue to innovate and engage
communities to foster a healthier nation.

I rise to draw the urgent attention of the Hon’ble Prime Minister to the devastating
flood crisis that has gripped North India — particularly Bihar, Uttar Pradesh, and
Assam — displacing over 10 lakh citizens and causing irreparable damage to lives,
homes, crops, and livelihoods.
Despite early warnings, the response on the ground has been alarmingly slow.
Reports indicate that the National Disaster Response Force (NDRF) was delayed in
reaching several critical areas. Relief camps remain overcrowded, under-resourced,
and ill-equipped to handle the scale of this humanitarian disaster. Meanwhile,
climate experts continue to flag the glaring failures in the planning, maintenance,
and execution of flood-control infrastructure — warnings that have repeatedly been
ignored.
In light of this colossal failure of preparedness, I ask the Hon’ble Prime Minister:
What immediate steps is the Government taking to ensure adequate relief and
dignified rehabilitation for the displaced?
Will farmers — whose crops and livestock have been wiped out — receive timely
compensation, or will they once again be left to suffer in silence?
The people deserve not sympathy, but accountability — and urgent, decisive
action.
Farmers who have lost crops and livestock are being supported through the State
Disaster Response Fund, and over ₹1,200 crore in crop insurance claims under the
PM Fasal Bima Yojana are being processed on priority.
This Government does not believe in reacting after loss — we believe in preparing
before it. Let me assure the House and the nation: we will stand by every citizen
affected by this calamity, and we will build a safer, stronger, and more resilient
India.

INTRODUCING BILL
Speaker (Pushkar Aggarwal): The House will take up consideration of
‘Anti-Cyberbullying and Data Protection Bill, 2025’
The Minister, please.
1.1 The Bill provides for the establishment of a robust data protection framework
to safeguard personal data, including provisions for data collection, storage, and
processing, and ensuring that individuals' rights are protected.
1.2 The Bill will establish the National Cyberbullying Prevention and Response
Center, an apex body to provide support and resources for victims of
cyberbullying, and to coordinate response efforts, at a total estimated cost of Rs
10,000 crore during five years (2025-2030).
1.3 The Act entrusts the Ministry of Electronics and Information Technology to be
the administrative department of the National Cyberbullying Prevention and
Response Center, which will have a governing board consisting of cyber-security
experts, law enforcement officials, and professionals across relevant disciplines.
1.4 This bill will enhance online safety with advanced technologies capable of
analyzing vast amounts of data to identify potential cyberbullying incidents and
provide real-time support to victims.
1.5 This bill adopts a victim-centric approach that prioritizes the needs and safety
of individuals affected by cyberbullying, providing them with support, counseling,
and legal assistance.
1.6 The Bill focuses on creating a framework that encourages collaboration
between government agencies, online platforms, and civil society organizations to
prevent and respond to cyberbullying, and promote a culture of online safety and
responsibility.
Madam Speaker, I am confident that all present honorable members of this House,
irrespective of party affiliation, will welcome the Bill wholeheartedly. With these
words, I move that the Anti-Cyberbullying and Data Protection Bill, 2025, be taken
into consideration.
