                    WORK METHOD STATEMENT
   MOBILISATION
      o MTEL will mobilize their manpower immediately after the signing the
           contract with BATB with resources for starting preparation of site facilities
           with proper safety, security as per standard design procedure of the client.
      o MTEL manpower will take necessary training of EHS from BATB.
      o MTEL will also start planning for start the work by identifying the location of
           starting, location of storage, vehicle movement plan and other with proper
           documentation procedure of the Clients standards.
   SUB-CONTRACTORS
      o MTEL will arrange the sub-contractor list of skilled and non-skilled
           manpower for this project. Sub-contractor manpower will take the EHS
           training from BATB before starting the work.
   FILL/COMPACTION PHASING AND ZONING TO MAXIMISE USE OF THE
    SITE
      o MTEL will develop a detailed area drawing to fix up the zone wise activities
           of sand filling and sheet filling in associates with time frame.
      o Details of plan as Appendix-
   THE SOURCE LOCATION OF THE FILL MATERIAL
      o There are several locations close to the project sites but not the least depends
           upon the quality and standard according to the criteria.

   FILL TRANSPORTATION METHODS
      o From the source the materials with be transported by dump trucks.
      o Dump trucks and pay loader will be used to load the trucks.
      o Operation will be done 7 days/weeks.
   TRANSPORTATION AND LOGISTICS MANAGEMENT
      o For the transportation MTEL have own logistic department. The logistic
         department will arrange this transportation of filling materials from source to
         the sites.
      o MTEL will guide the vehicles from query to site.
      o For proper arrangement, MTEL will take support from local association,
         administration.
      o MTEL will provide own resources and manpower for keeping in mind the
         safety security of road during the transportation.
      o MTEL will appointed single man at each key location (If required).
   AVAILABILITY OF DRIVERS, LORRIES, FUEL AND SUPPORT
      o For the transportation of fill materials, MTEL will arrange his own fleet and
         will also associates with the local or national organizations for provide us the
         logistic support without any interruption of work. MTEL will provide the all
         support for smooth operation of those organizations.
      o MTEL will establish a local workshop (if necessary) for any kind of support
         required by our logistic department in a case of urgent moment.
      o For the fuel MTEL will arrange from local support and if required MTEL will
         establish this facility at site depending upon the time and availability
      o MTEL logistic department will ensure the availability of resources and will
         provide proper documentation of day to day activates to the clients.
   THE NUMBER OF LORRIES AVAILABLE AND ESTIMATED NUMBER OF
    LOADS
      o According to the Bangladesh transport agencies, more than thousands of
         trucks, Lorries are moving per day from one location to another. As the
         project site is on main highway, lorries are available according to our
         requirements.
      o According to the estimates every day around 300 trips are required to
         complete the job in stipulated time frame.
      o To generate 300 trips per day we need 10 nos. 6 cum and 40 nos. 3 cum
         capacity trucks and this amount of vehicles MTEL will arrange.
   TRAFFIC AND TRAVELLING TIME
      o According to the source locations and the sites the traffic congesting is not
         that much.
      o The traveling time as approximate 45-60 min during day time.
      o The traveling time as approximate 15-30 min during night time.
   WAYS TO MAXIMISE THE NUMBER OF LORRY MOVEMENTS I.E. NIGHT
    DELIVERIES
      o During the day time lots of others vehicles (like Bus, private transport,
         rickshaw and etc.) are moving in the main highway. Sometimes traffic
         conjunction is high, and then movement time increases.
      o During the night time less transport at roads. The lorries can move easily from
         the source to sites with a very short time.
      o During the night time the filling materials need to store at site a large quantity,
         so that no hamper of work execution during the day time.
      o Night time depends upon access of query; we will submit our plan after
         finalizing our query location.
   FILL TESTING, FACILITIES OF LABORATORY, CHALLENGING RESULTS
    AND RECORDING METHODS
      o Plate load test if equipment available might possible to set up the facilities at
         site.
      o Field Density determination test can be set up at site depending upon the site
         and clients.
      o For testing of materials, MTEL will establish a laboratory at site (if required).
      o For authentication of test, the materials can be check from the reputed
         organization of Government or autonomous body in and around of project
         sites.
      o MTEL will keep record of one copy at site and one copy to the client. MTEL
         will keep record electronically in CD.

   PROPOSALS FOR MAXIMISING OUTPUT DURING THE MONSOON PERIOD
      o It depends upon the condition of rain at site. Heavy rain hampers the work.
      o For maximising the output of work, it depends of weather condition and field
         conditions.
      o By consult with the client of day to day activities, it sometimes maximising
         the output during the monsoon period.
   PROPOSALS FOR DEALING WITH ADVERSE WEATHER AND FLOODING
      o In the monsoon heavy rain fall or Flash flood (if occurred) due to heavy rain
         fall, the whole area might goes under water and it is not possible to cover as
         protection of whole areas. That time sufficient pumps will be installed to
         move out the water from the site to safe location after rain stop.
      o But for adverse weather like continuously heavy rain, flood occurs or other
         natural calamities, the work might stop with proper consultation with clients.
      o During this period, MTEL will bring day to day proposal to the client for
         approval of work (if can work).
      o MTEL will prepare report during these force major conditions.
   PROPOSALS FOR DEALING WITH WATER, DUST AND MUD BOTH ON AND
    OFF SITE
      o A deep tube well will be installed for the construction work and also the dust
         control work.
      o Water bowser will be used for dust controller.
      o MTEL will provide total protection plan for drain out of the access water from
         the sites.
      o During the dry seasons water will be spry to reduce the dust from roads,
         others areas for safety of workers and others.
   ENVIRONMENTAL OR LOCAL AUTHORITY APPROVAL AND PERMITS
      o The client will provide all the necessary work permits from the Environmental
         and local authorities.
      o If necessary MTEL will coordinate to get the approval from the local
         authority.
   ANY PROJECT RISK ITEMS THAT COULD BE RELEVANT SUCH AS
    UNFORESEEN GROUND CONDITIONS
      o MTEL will evaluate the unforeseen condition when occurs and sit with clients
         will provide proper action plan.
   SAFETY AND QUALITY CONTROL RESOURCES
      o MTEL will arrange the safety and quality control resources to provide the
         work in smooth operation. If required MTEL will hire specialized resources
         persons.
      o MTEL will not compromise the safety and quality.
      o MTEL will prepare documents and plan for safety and quality control system
         for this project.

          Project manager will be responsible for overall top supervision of the project and will
           keep liaison with the Engineer/Employers representative. He will inspect the site at least
           two days a week and will keep inform the CEO of MTEL about the present status of the
           project.
          Head of Project is responsible for overall supervisor of the project and will stay at site.
           He will receive instruction from the Engineer/employers representative and will arrange
           to implement the same at the earliest. He will keep liaison project manager of MTEL in
           connection to the execution of the project.
   Site Engineer (Civil) supervisor the work & prepare materials indent as per work
    requirement. He will be responsible to the head of project regarding implementation of
    the project.
   Site Engineer (QC) will control the quality of the work as per documents. He will arrange
    all sorts of field and lab test of materials/works as per guidance of the Engineer/Head of
    project.
   Manager (EHS & Safety) will supervise the EHS & Safety of the whole project. He will
    make necessary arrangement so that the work under implementation follows all types of
    EH&S policies.
   Manager (Logistic) will supervise the whole supply chain management and will submit
    indent to the concerned authority of MTEL so that work program is not hampered in any
    way.
   Manager (Store) & Manager (Accounts) will do their regular works in connection with
    maintaining the site store and financial dealings to the sub contractors.
