feat(028): centralize agent orchestration metadata - #7

Summary

• centralize model-class resolution in canonical src/config/agent-models.json
• generate one Copilot profile per authoritative agent source
• restore direct v1 pack inventories and simplify compose, upgrade, lint, and scaffolding
• remove retired Claude/SDK projection and canonicalizer paths
• update documentation, CI contracts, historical bootstrap coverage, and model-authority falsifier

Validation

• full recursive suite: 2,265 passed, 0 failed, 4 skipped
• Dude lint: 0 warnings, 0 failures
• compose verify: 16 packs, 0 failures, 0 leftovers
• development build byte-idempotent; two release builds byte-identical
• independent final review approved Feature 028
