v0.9.0 — first release-candidate-shaped cut

Stock distros (Debian 13, Ubuntu 24.04, Fedora 42, AlmaLinux Kitten 10)
boot end-to-end on all four L2CPUs of a Blackhole P100/P150 from
their published cloud images. Per-card daemon with RPC clients,
virtio-mmio block/net/console/rng emulation via BRISC firmware on
a reserved Tensix tile, soft-reboot via OpenSBI purgatory, and a
soak harness demonstrating 300/300 successful guest reboot cycles.

400 hardware-free unit tests. See CHANGELOG.md for details and the
pending 1.0 blockers (Zcb emulation, Smrnmi/RNMI).
