[release] Version 0.3

This just fixes some dependency issues in setup.py and the emacs
package header. Otherwise, it's the same as 0.2.

[release] Version 0.2

This version completely reworks the CLI, and adds support for an EPC
server via the "-e" switch. An Emacs major-mode for working with
Sylvia is now maintained within the working tree.
