Say what the asdf entry is actually waiting for

The note claimed the upstream merge request was waiting on account approval.
That approval came through on 2026-06-15 and the merge request has been filed
since; it is waiting for review. The claim survived the 2026-07-26 audit
because nothing checks prose.

Record the scope too. The merge request carries a subset of the uiop OS
abstraction, and the branch shipped here has grown past it, so that merge
landing would not on its own satisfy :retire-when — which reads as though it
would.

Point the trivial-gray-streams entry at the file-position bridge

Upstream PR 18 bridges dotcl-gray:stream-file-position to trivial-gray-streams'
own generic function, and it is the change that binds now: dotcl no longer
reaches into the TRIVIAL-GRAY-STREAMS package from FILE-POSITION, so a tgs
without the bridge answers NIL there. The notes record both merged PRs; :ref
stays :upstream-default, so the source is still upstream master.

Run the manifest check on push, pull request and weekly

Manual dispatch was a stand-in for the repository being private, where Actions
minutes are metered. Public repositories are not, and the weekly run is what
notices drift nobody triggered — an upstream pull request merging, a fork being
renamed.
