MedLab does not want this change now

The change was to allow users to enter "</" followed by more text. The following text is truncated with the html rendering.  The fix was to just use plain text. But the client doesn't want this change at this time.

v2.4.22

- Fix bug. Students could edit content after submit for evaluation.
- Restore the vertical table layout in seed condensed
- Only show the student's time to complete if able to. This addresses older activities which lack the time the student started the work.
- Deal with rare error when dialogs are closed that users probably didn't know about.
- Fix a mirror error message that faculty may see when they create a new Learning Object and then go to the page that lists all Learning Objects. The error did not affect functionality but it's not nice to see any error message.
